COMMISSIONERS PRESENT: Chairman Jim Murphy, Vice Chairman John Terrell, and
Commissioners: Doug Standley, Ralph Williams, and Darrell Faglie.
COMMISSIONERS ABSENT: Vernon Stansell, Bret Boren
CITY STAFF PRESENT: Jayashree Narayana, Senior Planner; Angela Turner, Graduate Engineer;
and Lorric Fletcher, Administrative Secretary.
Chairman Murphy called the meeting to order at 6:32:17 p.m.
AGENDA ITEM # 2, APPROVAL OF MINUTES:
Chairman Murphy opened discussion of the minutes of the Planning and Zoning Commission
meeting held on September 19, 2002.
Motion was made to approve the minutes of the Planning and Zoning Commission meeting held on
September 19, 2002, as presented.

Nays: None
Approved: 5-0
Motion carried.
AGENDA ITEM # 3, ADMINISTRATIVE COMMENTS:
Jayashree Narayana announced the first Southlake 2025 Plan Steering Committee Meeting would be
held on Thursday, October 10, 2002 at 7 p.m.
Chairman Murphy stated that he would not be attending the October 17, 2002, Planning and
Zoning Commission Meeting; Vice Chairman Terrell will preside.
AGENDA ITEM # 4, ZA02-079, ZONING CHANGE FOR 1709 N. CARROLL ROAD:
Senior Planner Jayashree Narayana presented this item to the Planning and Zoning Commission for a
zoning change. The property is located at 1709 N. Carroll Road. The Current Zoning is "AG"
Agricultural District. The Requested Zoning is "SF-IA" Single Family Residential District. SPIN

zoning change. The properties are located at 1205, 1211, 1213 Timber Court; 1214, 1215 Oakwood
Trail; and 1205, 1207, 1215 Ridgewood Circle. The Current Zoning is "SF-20B" Single Family
Residential District. The Requested Zoning is "SF-1A" Single Family Residential District. SPIN
Neighborhood # 16. The Owners are Lawrence & Lucille Samartin, Mark & Hsiang Lan Wood,
Roger & Charolote Lemieux, Gary Kellner & T. Keller, Joel & Sandra Dalton, Charles & Catherine
