REGULAR PLANNING AND ZONING
COMMISSION MEETING
June 20, 2002
COMMISSIONERS PRESENT: Chairman Jim Murphy, Vice Chairman John Terrell, and
Commissioners: Vernon Stansell, Bret Boren, Doug Standley, Ralph Williams, and Darrell Faglie.
COMMISSIONERS ABSENT: None
CITY STAFF PRESENT: Dennis Killough, Senior Planner; Angela Turner, Graduate Engineer; and
Lorrie Fletcher, Administrative Secretary.
Chairman Murphy called the meeting to order at 6:30 p.m., and announced that Bruce Payne,
Director of Planning, would not be present this evening.
AGENDA ITEM # 2, APPROVAL OF MINUTES:
Chairman Murphy opened discussion of the minutes of the Planning and Zoning Commission
meeting held on June 6, 2002.
Motion was made to approve the minutes of the Planning and Zoning Commission meeting held on
June 6, 2002, as presented.

Senior Planner Dennis Killough presented this item to the Commission for a specific use permit to
install a carport tbr non-residential property on property described as Lot 1, Block 2, Cornerstone
Business Park. The property is located at 2815 Exchange Boulevard. The Current Zoning is "I-l"
Light Industrial District. SPIN Neighborhood # 7. The Owner is Integrated Interiors, Inc. The
Applicant is Blake Architects.
Skip Blake (Blake Architects) presented this item to the Commission.
Carports for non-residential property are permitted upon approval of a Specific Use Permit under
the conditions specified in Ordinance 480, Section 45.11. The following is being requested:
Maximum number of spaces: The maximum number of spaces that may be covered
by a carport shall not exceed six (6) spaces. The applicant is requesting to have nine
(9) covered spaces. If the carport is not visible from a public right-of-way or
residential property (as defined by Ord. 480, Section 43, an increase in spaces can be
approved.
The proposed carport appears to be visible from the public right-of-way of Silicon Drive.

spaces as requested, and to stipulate that the masonry, roofing materials, and roof pitch used will
match the main building.

SQUARE FARMER'S MARKET:
Senior Planner Dennis Killough presented this item to the Commission for a specific use permit to
allow outdoor vendor sales in temporary or moveable structures, under the provisions of the
Southlake Town Square NR-PUD zoning district, for the Southlake Town Square Farmer's Market.
The property is located on the northeast coruer of the intersection of North Carroll Avenue and East
Southlake Boulevard (FM 1709). The Current Zoning is "NR-PUD" Non-Residential Planned Unit
Development District to include "C-3" General Commercial District uses. SPIN Neighborhood # 8.
The Owner/Applicant is Cooper & Stebbins.

Chairman Murphy presented a suggested outline of discussion. Each Commissioner gave their
input on what changes, if any, they want to make to the language of the ordinance. Suggestions
were noted by Staff.
