OCTOBER 30, 2001
COUNCILMEMBERS PRESENT: Mayor Rick Stacy; Mayor Pro Tem W. Ralph
Evans. Members: Greg Standerfer, Rex Potter, and Tom Stephen.
COUNCILMEMBERS ABSENT: Deputy Mayor Pro Tem Patsy DuPre and Keith
Shankland.
CITY STAFF PRESENT: City Manager Billy Campbell; Manager of Building
Services Malcolm Jackson; Director of Public Works Pedram Farahnak; Senior Planner
Dennis Killough; City Attorney Debra Drayovitch; and, City Secretary Sandra L.
LeGrand.
Agenda Item #1, Call To Order
Mayor Rick Stacy called the Special City Council meeting to order at 6:25 p.m. The City
Council meetings are video and audio tape- recorded for future reference and copies are
available upon request from the City Secretary.
Agenda Item #2 -A, Executive Session
Mayor Rick Stacy advised the audience that the City Council would be going into
Executive Session pursuant to the Texas Government Code, Section 551.071 to seek legal
advice from the City Attorney.
Council adjourned into executive session at 6:26 p.m.
Council returned to open session at 7:50 p.m.
Agenda Item #2 -B, Action Necessary /Executive Session
No action was taken as the result of the executive session.
Agenda Item #3, ZA01 -099, Preliminary Plat for Autumn Glen Estates
ZA01 -099, Preliminary Plat for Autumn Glen Estates, on property legally described as
Tracts 3A1G3, 3A1G, 3A1G5, 3A1G1, 3A1G2, 3A1G4, 3A1F1, 5B, 5B3, 5B2A, 5B2,
4E, and 4, Francis Throop Survey, Abstract No. 1511, being 95.9 acres. Current zoning
is "SF -1A" Single Family Residential District.

Mayor Stacy explained that this item is being brought back to the City Council for
clarification of the vote taken at the Regular City Council meeting held on October 16,
2001.
David McMahan, 726 Commerce Street, Southlake. Representing Four Peaks
Development. Mr. McMahan thanked the City Council for calling this Special meeting
of clarification. He stated he feels progress has been made, but they are still unclear what
design Council is wanting at the crossing. McMahan stated, "One thing that has become
clear is that the low water crossing is unacceptable to Council, and that is fine." He
asked Council to table this item to allow time for his engineer to get with the City staff to
come up with specifications for this crossing (whatever it is) so that they will know what
kind of money they are dealing with there.
Mayor Stacy stated for further clarification of the plat before the City Council tonight.
The plat does show the stub -out to the northern direction that was discussed and
previously approved. It shows the road connecting the two sides of the development but
is presented on this drawing as a low water crossing, and that is not what the City Council
approved. Furthermore, on this drawing it shows to be a common area easement /access
(call it a park if you will), and City Council did not require that and does not feel it is a
good idea at this time to have a park back in the drainage area. Council would like for
that to come off the plan before the next meeting.
Motion was made to table action on ZA01 -099, to the November 5, Regular City Council
meeting, at the request of the developer.
