Item 8ACITY OF SOUTHLAK- MEMORANDUM June 18, 2013 To: Shana Yelverton, City Manager From: Alicia Richardson, City Secretary Subject: Resolution No. 13-029, appointing members to various positions on the Building Board of Appeals, Parks and Recreation Board, Planning and Zoning Commission, Southlake Parks Development Corporation, Zoning Board of Adjustment and 2030 Sustainability Committee Action Requested: Appoint members to various boards, commissions and committees. Background Information: Each year, the City Council appoints members of the public to various boards, commissions and committees. Each member is appointed for a two-year term, unless indicated otherwise. With the exception of Southlake Business Council, appointed members shall be citizens of Southlake. Members of the public indicate their interest to volunteer by submitting a completed application to the City Secretary's Office. Applications are available on the City's website and from the City Secretary's Office. On May 15, 2012 Council discussed the current appointment process for boards, commissions and committees. At this meeting, Council directed staff to implement bi-annual appointments to ease the process for Council, staff and applicants. At the direction of Council, staff prepared a schedule which allows Council the opportunity to review applications, interview applicants and appoint members in the months of June and October. The new appointment process was communicated to the public, existing board members and staff liaisons. Staff publicized the appointments via city website, MySouthlakeNews.com, and e- mail. The appointment process is also outlined on the individual board and commission website pages. The City Secretary's Office sent an e-mail to existing board members to determine if they are interested in being reappointed to their respective board or if they have an interest to be considered for another board, commission or committee. Members were asked to respond no later than Friday, May 5. In preparation for the appointments, Council received a binder that included applications filed with the City Secretary's Office for the above mentioned boards. Staff scheduled two separate meetings for Council —May 28 to review applications and June 11 to interview new applicants. Applications received after the deadline were forwarded to Council if the applicant expressed an interest in serving on one of the above -identified boards. On May 28, Council was presented with an outline of each board that detailed the current membership, terms expiring in 2013, existing members who expressed an interest to be reappointed, and applications on file with the city. Tonight's item is the remaining action required by Council to complete their June appointments for 2013. In 2009, Council made their original appointments to the Southlake 2030 plan committees. The Sustainability Committee membership included the entire Planning and Zoning Commission and two City Council members (Pamela A. Muller and Virginia M. Muzyka). In 2011, the Council appointed one additional City Council member (Brandon Bledsoe) and appointed Jeff Wang to fulfill vacancy created by Virginia M. Muzyka. Staff seeks Council action to appoint a member to fulfill the vacancy created by Jeff Wang. RESOLUTION NO. 13-029 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, APPOINTING MEMBERS TO VARIOUS POSITIONS ON THE BUILDING BOARD OF APPEALS, PARKS AND RECREATION ADVISORY BOARD, PLANNING AND ZONING COMMISSION, SOUTHLAKE PARKS DEVELOPMENT CORPORATION, ZONING BOARD OF ADJUSTMENT, 2030 SUSTAINABILITY COMMITTEE AND PROVIDING AN EFFECTIVE DATE. Whereas, the City Council appoints members of the public to various boards, commissions and committees to serve a two-year term, unless indicated otherwise; and, Whereas, each appointee shall be a citizen of Southlake, unless appointed to serve on the Southlake Business Council; and, Whereas, the membership and qualifications for each board, commission and committee are identified by City Charter, ordinance, or resolution; and, Whereas, Council will begin bi-annual appointments for Council -appointed boards; and, Whereas, Council desires to appoint members to various positions on the following boards: • Building Board of Appeals • Parks and Recreation Advisory Board • Planning and Zoning Commission • Southlake Parks Development Corporation • Zoning Board of Adjustment • 2030 Sustainability Committee THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, THAT: Section 1.
