PROJECT: Sign Variance for Forest Park — MOB Temporary Development Sign
EXECUTIVE
SUMMARY: On behalf of Southlake Texas Medical Development, L.P., David Ransom, AIA is
requesting a variance to the Sign Ordinance No. 704-F regulations for maximum
area allowed for a one-sided temporary development ground sign located at 431
East State Highway 114.
REQUEST: The applicant is requesting a one-sided temporary development ground sign that
proposes 10 feet in height and measures at 64 square feet. The Sign Ordinance
No. 704-F regulations allow a maximum sign height of 7 feet and sign face at 48
square feet. The applicant is also requesting the sign be erected until completion
of the medical office building — not to exceed two years. The Sign Ordinance No.
704-F regulations state the sign must be removed within 1 year or at time of
certificate of occupancy. The proposed sign will be located approximately 5 feet
from the right of way and approximately 45 feet from the edge of main frontage
road of S.H. 114. The purpose of the proposed sign is to advertise the future
medical office building component of the Forest Park hospital development.

The property is located at 431 East State Highway 114.
March 5, 2013; City Council approved the Forest Park Medical Master Sign
Plan as presented to include the revised Emergency Monument sign that
was distributed during the meeting. (MSP13-002)
April 16, 2013; City Council approved an amended Forest Park Medical
Master Sign Plan on consent to include the addition of parking garage
signage. (MSP13-004)
July 15, 2008; City Council approved a similar sign for the Carillon
development. The approved sign is 10 feet in height and 64 square feet.
They were also granted a two (2) year duration period. The approval of the
sign has been extended twice; once in 2010 and again in 2012. (SP08-144,
SV10-011 and SV12-009)

Sign Variance Application
Demonstration
That a literal enforcement of the sign regulation will create an unnecessary hardship or practical
difficulty on the applicant.
Enforcement of the regulation as currently written with respect to the maximum allowable signage
surface per face (32 sq. ft.), will cause the signage to be illegible.
2 That the situation causing the unnecessary hardship or practical difficulty is unique to the affected
property and is not self imposed.
Being that the location of the property is along the south side of Highway 114 and given the
speeds at which traffic on both the highway and frontage road travel, a bigger sign 1s necessary to
achieve the desired results.
3 That the variance will not injure and will be wholly compatible with the use and permitted
development of adjacent properties.
The adjacent properties include existing commercial and vacant properties zoned for such. The
requested variance will not adversely affect operations or development of said properties due to its'
proposed location and temporary nature.
4 That the variance will be in harmony with the spirit and purpose of the sign ordinance.
