13 CITY OF S0UTHLA1<.,,E Department of Planning & Development Services STAFF REPORT May 29, 2013 CASE NO: SV13-011 PROJECT: Variance to the Sign Ordinance for Starbucks EXECUTIVE SUMMARY: Hilton Displays, on behalf of Starbucks is requesting variances to Sign Ordinance 704-F for maximum logo height, maximum area and location for drive thru signs, maximum number of directional signs and directional sign type. Starbucks will be located at 2645 East Southlake Blvd., Suite 100, in the Nolen Retail Center development. REQUEST DETAILS: The applicant is requesting a logo sign on the north elevation. It is proposed to be forty-eight (48) inches in height. The maximum logo height allowed for the north fagade is twenty (20) inches. The two (2) small attached drive thru signs proposed on the north and east elevations exceed maximum area allowed. The proposed signs measure approximately five and one quarter (5 114) square feet and the ordinance allows a maximum of four (4) square feet. The proposed drive thru signs are proposed to face Southlake Boulevard and Nolen Drive. By ordinance, drive thru signs are only permitted to face internal streets and/or driveways. Lastly, there are five (5) directional signs proposed for this site. They are designed as a double faced illuminated cabinet with a masonry base. The ordinance requires a minimum of six (6) inches of sign structure to completely surround the sign face. A maximum of two (2) directional signs are allowed per site. A maximum letter height of 26 inches on the north elevation and maximum 14 inch letter height double stacked copy on the south elevation. Maximum area approved to accommodate the letter height approvals. The applicant is also subject to installing 8-inch address numerals just above the main entry doorway (below the main Mattress Firm sign) on the north elevation. * A similar sign package for Starbucks was approved by City Council August 7, 2012 for 125 Davis Boulevard. Consideration for the items requested will avoid an unnecessary hardship by allowing promotion and exposure of the business enjoyed by adjacent tenants. That the situation causing the unnecessary hardship or practical difficulty is unique to the affected property and is not self imposed. The signage requested for consideration is to solve the practical difficulty of identifying & routing customers with 3 access points onto the parcel. That the variance will not injure and will be wholly compatible with the use and permitted development of adjacent properties. This request will be wholly compatible with adjacent properties as the adjust business utilizes the types of signage being requested. That the variance will be in harmony with the spirit and purpose of the sign ordinance. The attached required is in harmony with spirit and purpose of the sign ordinance.
