Subject: Item 4D: Review and approve proposed revisions and
additions to the City's strategy map.
Action
Requested: Approve revisions to the City of Southlake Strategy Map as
presented.
Background
Information: This item incorporates several changes to the City's strategy
map. All proposed changes are shown in red on the
attached map.
First for Council's consideration are revisions in accordance
with recommendations made by the City Council at the 2013
Winter Retreat:
• Revised the mission statement: The City of Southlake
provides municipal services that support the highest
quality of life for our residents, businesses, and visitors.
We do this by being an exemplary model of balancing
efficiency, fiscal responsibility, transparency, and
sustainability.
• New strateaic coraorate obiective to address the
Citv's focus on comarehensive sustainability: This
objective is reflected as 134 - Provide high quality
services through sustainable business practices.
Additionally, to avoid confusion due to similar
verbiage, staff is proposing this change to objective
133 Enhance resident quality of life & business
s stoinabilivitality through tourism.
Next, there are some changes recommended by staff:
• Addition of C6 Enhance the sense of community b
arovidina excellent customer service and citizen
engagement opportunities. The City of Southlake
places a large emphasis on customer service and
citizen engagement. This change ensures that this

focus is reflected in the City's strategy and
subsequently reflected in departmental business and
work plans.
Reword B5 Improve performance of delivery and
operational processes: This objective's wording has
proven to be confusing, resulting in different
interpretations throughout the organization. Staff
proposes rewording this objective to reflect the intent
of focusing on efficient operations. The proposed
wording is: 85 Enhance service delivery through
continual process improvement
Addition of L6 Foster positive employee engagement:
The City of Southlake strives to operate as a high
performance organization. The graphic below
illustrates the elements that must work together in
order to achieve high performance. The item in red,
employee involvement, addresses engagement which
has been shown to be a key driver of productivity and
employee retention. Staff is proposing the addition of
L6 to provide a link to this focus on engagement.

Strategic Link: The City's strategy map is the communication tool that
articulates the City Council's overall strategic direction to
staff, as well as the community. Revisions to this map will set
the priorities for City departments' business plans and
subsequent work plans.
