Item 6ACITY OF SOUTHLAI<,-E Department of Planning & Development Services STAFF REPORT May 1, 2013 CASE NO: ZA13-032 PROJECT: Specific Use Permit — Harris Methodist Southlake EXECUTIVE SUMMARY: Texas Health Southlake is requesting approval of a specific use permit to allow the construction of an accessory building, located at 1545 E. Southlake Blvd. SPIN # 8. REQUEST DETAILS: The applicant is proposing to construct a 10' 3" tall 5' x 16' metal storage building adjacent to the existing loading dock on the east side of the existing hospital building. The storage building is proposed to be used for storage items related to the hospital. The proposed building material does not meet the requirements set forth in Masonry Ordinance No. 557-A, as amended, and a variance has been requested. VARIANCE REQUESTS: 1) Comprehensive Zoning Ordinance No. 480, as amended, Section 45.16(d): All accessory structures requiring a Specific Use Permit shall meet the requirements set forth in Masonry Ordinance No. 557-A, as amended. A11 buildings located on property zoned P.U.D., S-P-1 or S-P- 2 under the City's Comprehensive Zoning Ordinance shall be required to comply with the masonry standards applicable to the most restrictive district in which the use is permitted. 2) Comprehensive Zoning Ordinance No. 480, as amended, Section 45.16(i): Roof (design, pitch, and materials) to be the same type as the principal structure roof. Southlake Blvd. LEGAL DESCRIPTION: Lot 1 R2, Block 1, Gorbutt Addition LAND USE CATEGORY: Office Commercial CURRENT ZONING: "S-P-2" Generalized Site Plan District HISTORY: -City Council approved ZA98-130 a zoning change and concept plan on January 19, 1999 from "0-1" office district to "S-P-2" zoning for a medical ambulatory surgery center, imaging center and associated services, no overnight stay, having a total hospital and medical office building of approximately 60,000 sf., on approximately 6 acres of the total 12.6 acres included in the current Harris Methodist Hospital site. -City Council approved ZA02-124 a zoning change and concept plan on April 15, 2003 from "S-P-2" and "0-1" office district to "S-P-2" with "0-1" office uses to include medical ambulatory surgery center, imaging center and associated services, with overnight stay, having approximately 130k sf of medical office building and hospital on approximately 12.6 acres. -City Council approved ZA02-125 a site plan for Phase 1 which included a 50k sf medical office building and a 31 k sf hospital. - City Council approved ZA03-043 a revised site plan on October 21, 2003 to alter the footprint, added ±8.3k sf floor area and included the elevations. -City Council approved ZA03-072 a zoning change and concept plan to on November 4, 2003 to modify the building size and impervious coverage regulations. The revision increased the floor area of the hospital to 37.5k sf, increased the footprint of the medical office building, increased the impervious coverage from 66 percent to 70 percent and allowed for up to 60 under building parking spaces in the phase II medical office buildings. - City Council approved ZA07-053, a revised site plan on July 17, 2007. The purpose of the revision was to alter the footprint, floor area, and building elevations for Phase 1. The specific changes include an increase in the Phase 1 floor area of the hospital by approximately 8,400 square feet, an increase in the number of overnight beds from 6 to 16 beds. - City Council approved ZA07-146, a zoning change and concept plan on May 20, 2008. This revision addressed the following: modified building setbacks to allow for a zero lot line between the existing hospital and phase 1 medical office building; established setbacks for the phase II medical office building; allowed for subdivision into of the Case No. Attachment A ZA13-032 Page 1 property; detached the phase II medical office from the hospital allowing for a two-story, 45,000 gross square foot medical office building on the south side of the site; reduced the total parking spaces from 685 spaces to 597 spaces; reduced the parking ratio for the Phase II medical office building from one space per 150 square feet of floor area to one space per 167 square feet of floor area. - City Council approved ZA09-063, a zoning change and concept plan on January 5, 2010, allowing for building expansion and parking reconfiguration. CITIZEN INPUT: A SPIN Meeting deemed unnecessary by the SPIN district representative. P&Z ACTION: April 18, 2013; Approved (6-0) subject to staff's report dated April 12, 2013; denying the requested variance to the Masonry Ordinance No. 557-A, as amended. STAFF COMMENTS: The approval of this request should be subject to the following: a. Accessory buildings shall be required a permanent foundation and shall be located no closer than ten feet (10') to a property line located in the rear yard. Proposed structure is approximately 111' from the property line. b. Separation requirements between accessory and principal buildings shall be determined by the most recently adopted International Building Code (IBC). c. No accessory building shall be constructed upon a lot until the construction of the principal building or use has actually been commenced, and no accessory building shall be used unless the main building in a lot is completed and used. d. Accessory buildings shall be used only in compliance with individual district regulations. e. Accessory buildings shall not exceed one story or fourteen feet (14') in height. f. No accessory building shall be located forward of the principal building on the lot. g. All accessory structures requiring a Specific Use Permit shall meet the requirements set forth in Masonry Ordinance No. 557-A, as amended. Masonry Variance Requested h. Masonry material used shall match the masonry material of the principal structure on the lot. Masonry Variance Requested Roof (design, pitch, and materials) to be the same type as the principal structure roof. The storage shed will not be used to house, or store anything flammable, or any toxic supplies. These types of item are governed by state and federal regulation that the hospital must follow and maintain in order to stay compliant. We do not use any chemicals here to develop x-rays, the radiology department is completely digital in this aspect. If you have any further question, please do not hesitate to contact us.
