Item 4HCITY OF SOUTHLAKE MEMORANDUM May 7, 2013 To: Shana Yelverton, City Manager From: Alicia Richardson, City Secretary Item 4H Subject: Resolution No. 13-023, Clarifying Designation of Public Information Coordinator. Action Requested: Approve Resolution No. 13-023. Background Information: The City Charter provides for the duties and powers of the City Secretary —recordation of City Council minutes; custodian of all municipal records of the Council; recommend rules and regulations to be adopted to protect the safety and security of municipal records; hold and maintain City Seal, verification of petitions and other duties assigned by Council. In managing the City's records, the City Secretary (or his/her designee) is responsible for responding to requests made pursuant to Texas Government Code, Chapter 522, the Texas Public Information Act, as well as ensuring compliance with the Open Meetings Act. Resolution No. 13-023 clarifies the designation of the City Secretary as the City's Public Information Coordinator. RESOLUTION NO. 13-023 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, CLARIFYING DESIGNATION OF PUBLIC INFORMATON COODINATOR, AND PROVIDING AN EFFECTIVE DATE. Whereas, a Home Rule Charter was approved by the voters in a duly called Charter election on April 4, 1987; and, Whereas, Section 4.21 of the Charter provides for the duties of the City Secretary; and, Whereas, on March 6, 1990, Council approved Ordinance No. 497, establishing a Records Management Program administered by the City Secretary; and, Whereas, the City Secretary (or his/her designee) is responsible for responding to requests made pursuant to Texas Government Code, Chapter 522, the Texas Public Information Act, as well as ensuring compliance with the Open Meetings Act. THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, THAT: Section 1. All the findings in the preamble are found to be true and correct and the City Council does hereby incorporate said findings into the body of this resolution as if copied in its entirety. Section 2. The City Secretary is designated as the City of Southlake's Public Information Coordinator. Section 3. This resolution is hereby effective upon passage and approval by the City Council.
