SUBJECT: Approve SPDC Matching Funds request from The Miracle
League of Southlake to contribute to the construction cost of
the Miracle League Field at Bicentennial Park
Action Requested: City Council approval of SPDC Matching Funds request from
The Miracle League of Southlake (MLS) to contribute to the
construction cost of the Miracle Field at Bicentennial Park.
Background
Information: On April 1, 2013, the Department of Community Services
received a request from MLS for a 100% match of a
proposed $10,250 cash contribution toward the construction
cost of the Texas Rangers Miracle League Field in Phase II
of the Bicentennial Park redevelopment. The total
construction cost for the project is estimated to be
approximately $485,000.
MLS previously requested SPDC matching funds of $50,000
for the field in September 2012, which SPDC and City
Council approved. MLS plans to continue their fund raising
efforts to contribute further to the construction cost of the
Field.
The development of a Miracle League Field is included in the
Bicentennial Park Master Plan adopted by the City Council
on September 18, 2012, and within the 2030 Parks,
Recreation & Open Space/Community Facilities Master Plan
adopted by the City Council on March 19, 2013. The field is
currently in design and will be constructed as part of the next
phase of improvements at Bicentennial Park.
If the matching funds request is approved, a permanent
plaque may be designated in the park in recognition of The
Miracle League of Southlake contribution through the SPDC
Matching Funds Program as determined by the Director of
Community Services.

Staff has reviewed the project and concluded MLS request
meets the evaluation provisions provided above.
The Parks and Recreation Board recommended approval
unanimously (5-0) of the matching funds request at their
April 8, 2013 meeting.
The SPDC will consider the request on April 16, 2013 prior
to City Council consideration.
The Park Board and SPDC recommendations to City Council
are based on the viability of the project per the master plans,
the evaluation criteria, benefit of the project to Southlake
citizens and available funding.
A representative from MLS will be present at the meeting to
respond to any questions from the City Council.
Financial
Considerations: The FY 2013 SPDC Matching Funds Budget available
balance is $379,506. If the SPDC Matching Funds request
from MLS to contribute to the construction cost of the Miracle
Field at Bicentennial Park in the amount of $10,250 is
granted, an unencumbered balance of $369,256 will remain
in the Matching Funds budget.
There have been no SPDC matching funds requested to
date in 2013. The most recent matching funds request
approved by City Council was in September 2012 for
$50,000 for MLS for the Miracle Field in Bicentennial Park.
Approval of the matching funds request will assist with
offsetting the capital construction costs of the Miracle
League Field. MLS also plans to further contribute to the
construction costs of the field.

Matching Funds Policy as amended and approved by City Council on 20 March 2012, for
a 100% match of a proposed $10,250 cash contribution toward the construction cost of
the Miracle League Field in Phase H of the Bicentennial Park redevelopment.
Please see attached our completed Application Form as prescribed in the above
referenced city policy. We look forward to continuing our efforts to contribute further to
