2000-05-09SPECIAL CITY COUNCIL MEETING OFFICIAL CANVASS 667 NORTH CARROLL AVENUE SOUTHLAKE, TEXAS MAY 9, 2000 MINUTES COUNCILMEMBERS PRESENT: Mayor Rick Stacy; Mayor Pro Tern Gary Fawks; Deputy Mayor Pro Tem Runnie Kendall. Councilmembers Rex Potter and Patsy DuPre. COUNCILMEMBERS ABSENT: Debra Edmondson and Wayne Moffat. CITY STAFF PRESENT: City Manager Billy Campbell; Director of Finance Sharen Elam, Court Administrator Scan Leonard; and, City Secretary Sandra L. LeGrand. Agenda Item #1, Call to Order Mayor Rick Stacy called the Special City Council meeting to order noting the meeting was for the purpose of canvassing the returns and declaring the results of the General and Special City Elections held May 6, 2000. Agenda Item #2, Resolution No. 00-42, Canvassing the Returns and Declaring the Results of the General Election held on May 6, 2000. Mayor Stacy read from the resolution that the votes for Mayor were: Rick Stacy 2,777 votes and Debra Edmondson 1,696 votes and declared that Rick Stacy will serve as Mayor until May, 2003. The votes for Councilmember Place 2 were: Bob Williams 1,849 votes, Wayne Rogers 312 votes and Keith Shankland 2,000 votes. He noted that a runoff election would be held between Williams and Shankland on June 3, 2000. Motion was made to approve Resolution No. 00-42 as presented. Motion: DuPre Second: Potter Ayes: DuPre, Potter, Fawks, Kendall, and Stacy Nays: None Approved: 5-0 vote Agenda Item #3, Resolution No. 00-43, Canvassing the Returns and Declaring the Results of the Special Election held on May 6, 2000. Mayor Stacy read from the resolution that the votes for Councilmember Place 4 were: Greg Standerfer 2,382 votes and Ann Creighton 1,838 votes. Mayor Stacy noted that Place 4 was an unexpired term that will expire in May 2001. He declared that Greg Standerfer was the newly elected Councilmember for Place 4. Motion: Potter Second: Kendall Ayes: Potter, Kendall, DuPre, Fawks, and Stacy Nays: None Approved: 5-0 vote Agenda Item g4, Adjournment Prior to adjournment, Mayor Stacy gave the Election Judge Karen Cienki the opportunity to make comments regarding the election. Karen Cienki stated there were very few derogotory comments made during the election day process even though the lines were very long and the building crowded. Some people waiting as long as 45 minutes to vote. She stated, "I feel we need to sit back and realize there might come a time when we need to have more room for the convenience of the voters. Perhaps have the school district in one room and the City in another room. On Saturday we processed 1,798 voters in seven (7) hours [between 7:00 a.m. to 2:10 p.m.] and in five (5) hours [from 2:10 p.m. to 7:00 p.m.], we processed 1,602 voters. We did what normally takes two days, in one day. I had terrific clerks and everyone worked well together, but you get tired when there are so many voters. I would like to increase the number of voting clerks for the future elections to be prepared for the heavy turnouts." Mayor Stacy and Councilmembers commented the election judge and the alternate judge and all those who worked on the election for a job well done.
