Call to order The meeting was called to order by Ron Evans at 6:01 p.m. Agenda Item No. 2. Approval of the minutes — August 9, 2011 SPIN Standing Committee Meeting. FY 2012 Proposed Budget — Strategic Investments Sharen Jackson provided an overview presentation (attached) on the FY 2012 Proposed Budget. Agenda Item No. 4. Administrative Comments • Upcoming SPIN Meetings. Alison provided the attached from the SPIN website. Agenda Item No. 5. City Manager's Report • Emergency Preparedness Month • Wayfinding Sign Installation phase I. • Fall Family Campout. Saturday, 9/17 Agenda Item No. 6. SPIN Neighborhood Reports SPIN 2: David said a homeless man was living in the woods behind Liberty Park, and recently caught trespassing in a nearby residents backyard, and was arrested. SPIN 3: not present SPIN 4: not present SPIN 5: Barbara said bicycles on Randall Mill causing traffic problems and bike lane needed. Barbara said if any groups want Park facilities they have to be vocal if they want something other than baseball fields. SPIN 6: Mike was asked by a developer concerning Shady Oaks and 1709. They want to acquire more property and have a SPIN meeting when they have enough property for residential. The area in front of Myers Meadow along 1709 needs irrigation to keep trees from dying. Mike said the HOA has approached the city in the past. The DPS non - emergency numbers for Southlake are not listed in directory assistance because they are shared with Keller. SPIN 7: Vic said some doctors looking to develop property near the Milners are discussing, and Vic recommended they have a SPIN meeting for this. SPIN 8: John asked Bob Price about the de- acceleration lanes taking so long to be completed. Hopes to have access from Village center trail to Westwood drive. SPIN 9: Ray said all is well. SPIN 10: Ron will host a SPIN meeting for SPIN 1 because it is vacant. It is a large expansion of Verizon at 114. Ron said the owner of the tree farm wants to sell to a developer of residential. SPIN 11: Monique hoping the 1709 median changes will finish quickly as it is very dangerous. SENIOR: David said search for Senior Center Director had good response, and hope to have new Director by next month. David said Southlake Senior Funding, Inc. will be presenting to the 2030 plan in October to propose a new Senior Center. Agenda Item No. 7. Discussion on Future Agenda Items Official Meeting Minutes: SPIN Standing Committee Meeting — September 13, 2011 Page 2 of 3 Barbara Schlauch recommended we discuss a tree and shrub program to remove and replace dead trees from the drought. Vic wants to revisit the Town Square clean up discussed in the past. What can we do to press private commercial owners to clean up sidewalks and store fronts. Ray asked status of SPIN into spring. Alison said waiting on Garden club to respond. Agenda Item No. 8. Adjourn A motion was made to adjourn the meeting at 7:59.
