Agenda Item No. 1. Call to order
The meeting was called to order by Ron Evans at 6:02 p.m.
Agenda Item No. 2. Approval of the Minutes — August 14, 2012 Joint City Council and
SPIN Standing Committee Meeting
A motion was made to approve the minutes as presented.

Agenda Item No. 3. FY 2013 Proposed Budget
Sharen Jackson presented the attached presentation providing an overview of the FY
2013 Proposed Budget.
Agenda Item No. 4. Discuss and consider process for making recommendations
regarding Southlake Program for the Involvement of Neighborhoods program
improvements
The committee agreed to proceed with the schedule as presented, noting that the
committee will attempt to complete this process during normal meetings, but if this gets
too cumbersome, a task force may be created.
Agenda Item No. 5. Discuss and consider rescheduling regular October 9, 2012 SPIN
Standing Committee meeting date
A motion was made to reschedule the meeting to October 17

Agenda Item No. 7. City Manager's Report
• West Nile Virus Update
• Kyle said we should have results of aerial spraying on the website next week.
• Kyle updated information on recent residential burglaries.
Agenda Item No. 8. Neighborhood Reports
SPIN 1: Rob Baker reported that he spoke with a cell phone company regarding the
tower on North White north of Dove. They want to add a generator and cell disk. No
SPIN meeting was recommended. Mr. Baker also spoke with a developer regarding a
project at 114 and Dove who wants to have 1 SPIN meeting, but the development
crosses 2 SPIN areas (SPIN 1 and 5). Rob agreed to host both meetings.
SPIN 2: David Alexander reported that the DPS North grand opening is 9/20. He also
hosted a SPIN meeting regarding 12 lots on 10 acres next to old Carroll Middle School.
The meeting was well attended and residents had no major issues with the plan.
SPIN 3: No representative in attendance.
SPIN 4: Lou Hillman reported that he had residents concerned that Patterson Pond is
drying up due to local construction and other issues. He contacted the City and
obtained staff contact information for residents to discuss the matter.
SPIN 5: No representative in attendance.
SPIN 6: No representative in attendance.
SPIN 7: Vic Awtry reported that an assisted living development has been proposed
south of 114 north of Highland (next to old Clariden school). The development is
named Silvercreek and a SPIN meeting is scheduled for 9/24. He also noted that
Chuy's wants to build at 114 and Carroll. Pattie Minder is unavailable and had

requested that Mr. Awtry host the meeting; however, Mr. Awtry noted that he cannot
host due to conflicts with the project. Therefore, David Alexander will host the meeting.
He also commended Southlake DPS for good communication regarding burglary near
his area.
SPIN 8: No representative in attendance.
SPIN 9: Ray Tremain noted that there may be a SPIN meeting for offices east White
Chapel Church.
SPIN 10: Ron Evans reported that the shopping center and 1709 and Davis has a
request to put in a bike shop next to the music shop. Behind this shopping center is
proposed 29 lots and 3 office buildings. There is also a proposal to add medians to
Davis. Mr. Evans is concerned with access and will recommend a SPIN meeting for the
development.
SPIN 11: Monique Schill had nothing to report
Senior: David Baltimore had nothing to report
Youth: Kevin O'Brien reported that students are working to increase voter registration.
Agenda Item No. 9. Discussion on Future Agenda Items
Rob Baker recommends a sidewalk meeting to understand how sidewalks are
programmed and funded.

A motion was made to adjourn the meeting at 8:05 PM.
