Agenda Item No. 1. Call to order
The meeting was called to order by Mayor Terrell at 6:09 p.m.
Agenda Item No. 2. Discuss and consider recommendations for Southlake Program for
the Involvement of Neighborhoods program improvements
Mayor Terrell made introductory comments, emphasizing the basis of tonight's
discussion is to support citizens (customers) and changes to SPIN should be
responsive to that.
Mayor Terrell then asked the Standing Committee to provide a report on their
discussion at the Special SPIN Standing Committee meeting held on July 10, 2012.
Rob Baker provided that report.
After a lengthy discussion, it was agreed that the SPIN Standing Committee would
review the issues and return to City Council with recommendations for revisions to the
mission, program goals and objectives, and program structure with the goal of
incorporating these revisions into a new SPIN enabling ordinance.
Agenda Item No. 3. City Manager's Report
• Water status update - City Manager Shana Yelverton explained that current
water usage is showing an increased usage, however, there is an adequate
recovery period to fill the tanks each week. Additionally, a new 30" water line will
be in service next summer and will address projected build out.
• West Nile update - Assistant City Manager Ben Thatcher reviewed the attached
handout.
Agenda Item No. 4. City_Council-Rep ort
• Mayor Terrell noted that the FY 2013 budget will be filed soon.
• Councilmember Morris reported that there is a new magazine named 76092"
serving the Southlake area. She also encouraged all in attendance to pick up the
Annual Water Quality Report from Public Works as it has a lot of useful
information.
Agenda Item No. 5. SPIN Neighborhood Reports
Note: this item as addressed following the closing of the Joint session.
SPIN 1: Rob Baker reported that the ZBA case he spoke about previously is now closed
as the homeowner has decided to build an addition as opposed to a separate building
on the property.

1 SPIN 2: David Alexander reported that the North DPS Facility is under construction.
He also noted that CISD is converting the Old Middle School building to Administration
and chose not to hold a SPIN meeting. There is a SPIN meeting scheduled for
8/27/2012 regarding the vacant 10 acres on Dove. Kosse Maykus wants to put 12
homes on it.
SPIN 3: Jeff Medici reported that he met with Hines regarding changes to Carillon.
Changes were minor and SPIN meeting not recommended.
SPIN 4: Lou Hillman reported that the SPIN meeting regarding the proposed hotel was
positive and SPIN process worked. The meeting for an assisted living project on
Kirkwood also went well. Initial comments prior to meeting were negative, but during
presentation, misconceptions were corrected, and those in attendance were positive.
SPIN 5: Not present
SPIN 6: Not present
SPIN 7: Vic Awtry reported that Forrest Park Medical Center construction .is underway
and residents were not expecting the building to be so large. He also made some
positive comments about traffic and pedestrian management on Carroll during the Stars
and Stripes event.
SPIN 8: Not present
SPIN 9: Ray Tremain reported that construction on the Winding Creek subdivision (76
lots) underway with some road construction on Carroll north of Breezeway
SPIN 10: Ron Evans had nothing to report
SPIN 11: Monique reported that the SPIN meeting regarding small building on Nolen
was not well attended and those that were in attendance had no objections.
Development on Randall Mill SPIN meeting had large attendance. Developer wants to
add more lots and more access (2 entrances). Residents are concerned about traffic
and were very vocal about density (about 30 lots)
Senior: David Baltimore noted that he is. glad to see the dirt pile in Town Square coming
down
Youth: Kevin O'Brien reported that they are looking for sponsors for Homecoming
carnival.

Mayor Terrell closed the joint portion of the meeting at 8:00 p.m. SPIN Standing
Committee Chair Ron Evans opened the SPIN Standing Committee meeting at 8:07
p.m.
