The meeting was called to order by Chair Ron Evans at 6:07 p.m.
Agenda Item No. 2. Approval of the Minutes — May 8, 2012 SPIN Standing Committee

Agenda Item No. 3. Emergency Preparedness
Kyle Taylor discussed the attached presentation.
A_ Benda Item No. 4. Administrative Comments
• Upcoming SPIN meetings —_—
o Discussed attached meetings from the website
• Ordinance 598-E
o Members received updated copy and would like a red -line copy to
know what changes have been made. David Baltimore noted that the
Senior and Youth positions have been removed.
o The Chair created a subcommittee to outline important roles of SPIN to
be offered to the City Council for the June 26th retreat. Members of the
committee are Jeff Medici, Rob Baker (chair), and David Baltimore.
• Report on 5-15-2012 City Council action regarding Code of Conduct complaint
and process changes in the agenda attachment.
o Appointment timeline changed to October
Agenda Item No. 5. City Manager's Report
• DPS North Groundbreaking on June 22nd at 8:OOAM
o Project will take 14 months.
Agenda Item No. 6. Neighborhood Reports
• SPIN 1: Rob Baker reported that he relayed information to neighbors regarding a
ZBA case he learned about through a mailer from the City.
• SPIN 2: David Alexander stated that he had nothing to report.
• SPIN 3: Jeff Medici reported that Old Country Homes wants to put a sales trailer
in Carillon, and he did not recommend a SPIN Meeting.
• SPIN 4: Lou Hillman stated that he had nothing to report.
• SPIN 5: No representative present.
• SPIN 6: Juliet Williams reported that Randol MITI traffic is getting really bad and
she expects that it will get worse when the new segment opens tomorrow.
• SPIN 7: Vic Awtry stated that he had nothing to report.

• SPIN 8: John Logan reported that the Westwood residents are happy with the
new access road. He also noted that the decel lane to Westwood is nearly
complete.
• SPIN 9: Ray Tremain reported that he hosted a meeting for SPIN 8 regarding a
proposed restaurant (Bonefish) that will be next to Zales, No one attended the
meeting.
• SPIN 10: Ron Evans report that they'd had some fires, He also noted that he
spoke with Bob Price regarding a traffic sign that was misplaced which has since
been corrected by Public Works.
• SPIN 11: Monique Schill reported that she hosted a meeting last night regarding
the proposed construction of 18 homes on 4 acres off of Randol Mill. Fifteen
residents attended and were very opposed to the density, fence, and lot sizes.
She also noted that she hosted another meeting for Watermere who is wanting to
remove the gated restriction and the age limit. She also reported that residents
are concerned they will be cut off from the rest of Southlake due to the traffic.
Youth: Kevin O'Brien stated that he had nothing to report.
Senior: David Baltimore reported that on June 26th, the Mayor is coming to the
Senior Center for lunch to discuss the joint use facility.
Agenda Item No. 7. Discussion on Future Agenda Items
Rob Baker and Monique Schill requested a discussion regarding the disconnect
between Planning and Zoning and SPIN when the developer does not pursue a SPIN
meeting. They feel the SPIN Representative needs to be advised of all projects. There
is also the need to determine what information should be provided as a part of the SPIN
process such as site maps and plans that can be forwarded to neighbors.

A motion was made by Vic Awtry to adjourn the meeting at 8:36 p.m.
An audio recording of this meeting will be permanently retained
in the City Manager's Office.
