Agenda Item No. 1. Call to order
The meeting was called to order Ron Evans at 6:04 p.m.
Agenda Item No. 2. Approval of the Minutes — February 14, 2012 SPIN Standing
Committee Meeting and April 3, 2012 Special SPIN Standing Committee Meeting
A motion was made to approve the 2 -14 -2012 -minutes as written.

A motion was made to approve the 4-3-2012 Special SPIN Standing Committee
meeting minutes as written.

Agenda Item 3. Executive Session
Chair Ron Evans announced that the SPIN Standing Committee would be going into
Executive Session pursuant to the Texas Government Code, Section 551.071,
consultation with the city attorney. The SPIN Standing Committee adjourned for
Executive Session at 6:11 p.m. Executive Session began at 6:11 p.m. and concluded at
6:31 p.m. Cara White, City Attorney provided advice regarding Ordinance no. 598-D
and the SPIN Code of Conduct.
Agenda Item No. 4. Review SPIN Code of Conduct complaint and consider
recommendation to the City Council
Chair Ron Evans discussed meeting decorum. Cara White, City Attorney, provided an
overview of the complaint. The Executive Committee provided a summary of actions
taken to date. Pattie Minder presented information in response to the letters of
complaint and responded to questions. Standing Committee members discussed
various aspects of the situation.
A motion was made to find that Code of Conduct violations occurred; however, the
matter will not be referred to the City Council for removal consideration.

After further discussion a motion was made to find that Code of Conduct violations
occurred and to refer the matter to the City Council for removal consideration.
