Item 4FCITY OF SOUTHLAKE MEMORANDUM February 19, 2013 To: Shana Yelverton, City Manager From: Alicia Richardson, City Secretary 2Item 4F Subject: Resolution No. 13-019, Appoint a member(s) to the Planning and Zoning Commission to fulfill vacancy. Action Requested: Appoint a member to the Planning and Zoning Commission to fill an unexpired term. Background Information: A Home Rule Charter of the City of Southlake was approved by the voters in a duly called Charter election on April 4, 1987. In the Home Rule Charter, Chapter XI concerns Planning and Zoning, and Section 11.03 allows for a Planning and Zoning Commission, which shall consist of seven (7) citizens of the City. The members of the Commission shall be appointed by the Council for a term of two (2) years. Three members of the Planning and Zoning Commission shall be appointed each odd numbered year. The remaining four (4) members of the Planning and Zoning Commission will be appointed each even numbered year. Commissioner Randy Williamson resigned from the Commission on December 14, 2012. His resignation leaves one unfilled position that is scheduled to expire in May 2014. The following citizens currently serve on the Planning and Zoning Commission. In light of the number of items requiring Council action following the holiday break; Council elected to defer action on this item to the February 19, 2013 meeting. At the time this item was originally brought forward for Council's consideration the City Secretary's Office provided an alphabetical listing of applications on file with the office. In addition to the listing, Council was provided two new applications (Scott Dyche and Randy Minshew) received from the public. On February 19, Council directed staff to promote vacancies and contact existing applicants to determine interest in the current vacancies on the Planning and Zoning Commission and Zoning Board of Adjustment. Council further directed staff to schedule a date to interview applicants. The City Secretary's Office reached out to the existing applicants who submitted an application in 2012 that indicated an interest in the Planning and Zoning Commission and Zoning Board of Adjustment. The enclosed listing indicates the applicants who were interested in the vacancies. City staff publicized the vacancies on the City's website and on MySouthlakenews.com. The City received four new applications. The enclosed listing identifies the new applicants. A companion item to consider and appoint members to the Zoning Board of Adjustment is also included on the agenda (item 4G). All of the findings in the preamble are found to be true and correct and the City Council hereby incorporates said findings into the body of this resolution as if copied in its entirety. Section 2. The City Council hereby appoints the following person to the Planning and Zoning Commission: (term ends May 2014) Section 3.
