MAYORS REPORT Mayor Westerholm encouraged everyone to study and vote during the November election, He referred to Proposition #19, and also Amendment #1. PAGE: 2 INDI!× October 17, at Bicentennial Park. Visitors from the area were able to view the cities new 95' platform fire truck, as well as eat Bar-B-Que and visit friends. Chief R.P. Steele expressed thanks to all adjoining Fire Departments for lheir help during Southlake's large fire which occurred on October 8. Mayor Pro Tem, Curry, asked the city to send a letter of thanks to each of the departments who helped out. Mayor Westerholm informed the audience: that the second reading on the annexation of certain land into the City of Southlake will be held at thi! time. The public is invited to speak on all of the proposed ordinanc- es for separate tracts of land. PUBLIC HEARING. Joe Clark - #18 Opposed to annexation. She feels Southlake City Council heard but did not listen. Robert Downard - #19 ~e feels a vote in favor of annexa- tion.may mean death to their way of life. This has caused a strain on hi~ family. He and his wife oppose it, realizing it would come at sometime. He asked City Council not to vote on Tract 19. Bill Spivey 19 Stated only one South].ake citizen spoke 5n favor of annexation. South- lake does not want industry and he does not want city limit. They have not seem the grandf.thcr ordin- ance yet-- it says to them city council 5s not ser:ious about their cares. What happened with City of Westlake concerning land to be annexed into Southlake? Bob Couch - #12 He stil.1 believes it is not the time to annex. If we wait, the people come to Southlake. Wayne Olson - Attorney, representing owners in Tracts #19 and #21. It is their consensus that the City Southlake did not follow legislation, under Chapter 43, Local Government Code. They asked City Council to voluntarily postpone the action. The want time to discuss suitable zoning and land use. They also want it postponed, based on the over-lapping ETJ of both Westlake and Southlake. Gary Traver- quail Run Road. He is for the annexation, disappointe that City Council dropped the origin- al plan to annex all three phases at one time. Bob Callhoun #12 He still does not desire to be annex- ed and would not desire to be annexed at a later date either. Cindy \Waldbridge - #16 She is against annexation of all the tracts. Doris Downard - #19 She is opposed to annexation. She has researched and knows what South- lake needs. Southlake needs sewer. Mr. Dippel answered, the city attorneys recommeDd to City Council that they b%lieve the annexation is defendable. Before each vote, Mayor Westerholm read the caption of each annexation ordinance. Mayor WeSterholm announced that agenda items #36 and #40 will be deleted from ionights meeting. Resolution 87-85, Dallas-Fort Worth Regional Airport, use of runway 13R/ 31L was discussed. Gary Fickes asked that the resolution be read aloud. He thanked the City Council for their effort in coming to some agreement with DFW. Westerholm explained that the resolution is statin Southlake's position in that the City is willing to work out an agreement, without a court settlement. Bill S~oner, P & Z chairperson stated because the legal notice was for the entire tract, it.was the opinion of the P &.Z Commission that only Lots 6 & 7 w~th one large lot would be addressed, adding the easements. CheatHam answered,when asked, that the items in the October 16, letter to Lee have been complied with for the prelim- inary plat. During the discussion, it was deter- mined that the item be temporarily tabled until after agenda item #29 tonight. ORDINANC NO. 334- B.H. Buchanan, owner-developer, was present for the meeting. He asked that the street be 24' asphalt, built to the city's specifications with a retainer curb of 6"X18" deep as in item #6 of the Cheatham review letter He stated, he is willing to dedicate the easement for a future water line between Lots 4 & 5, but not put in the water line to that section. Gary Traver- 1104 Quail Run Road. This f~w section of street is at an intersection and will go behind a hill where it will not be visible. H~ feels the water line should be in- stalled, lie is in favor, providing the developer complies with city star: recommendation. He recommends a 24' street witb header curbs. He recommended we hire a Big 8 firm and that we take bids. He aske~ if the city sttorney made more money on law suits. Can a citizen challenge the city attorney for giving illegal advice. · Spivey thanked the City Council perso~ who asked OSHA to visit his facility.
