~MAYORS REPORT
Mayor Westerholm announced that the
City Council was presented with a
petition by the property owners in
East Haven Addition, located off of
the 900 block of East Continental Blvd
They are requesting the street within
the addition be paved· Mayor Wester-
holm turned the item over to the city
staff to make determinations: (1)
are they dedicated street (2) amount
of money involved (3) time frame·
The Women's Division of the Chamber
of Commerce will be holding aMember-
ship Tea on September 28, 1987 at the
Civic Center at Bicentennial Park
2-4 p.m.
The Chamber of Commerde is holding a
Golf Tournament on September 29, 1987:
participants are welcome. It will be
held at Trophy Club with tee times:-
from'l:00 to 2:50 p.m.

School Board Citizens Awareness
Committee was considered.

Councilperson Springer stated she
thinks the ,rest of the City Council
members are aware that she specifical
ly asked for the appointment, however
she is aware that we don't necessar-
ily get what we ask for. She also
is in disagreement with fellow council-
member'sinterpretation of the purpose
of the City Councilmember appoint-
ment to serve on that committee.
After discussion, motion was made and
approval given to Resolution 87-63
naming David McMahan as the Council
representative.
Approved 4-1 vote.
OrdinAnce No. ~70 designating one-
way traffic on East Highland between
North Carroll Avenue and Highway 114
was considered for approvalk 1st
reading.
Councilperson Springer stated she
questioned, "are we solving a one
hour problem with a twenty-four hour
ordinance". Police Chief Crowder
recommended the ordinance be passed
as written.

A discussion was held in regards to a
Park Use Policy. Charles Curry led
the discussion stating that he asked
it be put on the agenda because there
have been a couple of' instances where
staff has not had concrete direction
from Council as far as how the park
facilities should be used. The park
board submitted recommendations, and
Randy Stacy was present representing
the board and answering questions
for tko city council.
After discussion, Mayor Westerholm
asked that city staff go over the
recommendations from the park board,
meet with the park board, discuss
differences and bring the final draft
back to city council for considera-
tion.
The department reports were discussed
and are a part of the minutes, also
mentioned was that August was a recor

which Southlake is being billed from
City of Fort Worth for water usage.
Police Department report was reviewed.
Chief Crowder stated the majority of
all accidents still occur on FM1709 ant
Highway.il4.
Building Department report review
prompted questions from City Council
in regards to reportS being prepared
calendar year. City Council would
like the report revised to show
totals on a fiscal year basis as well
as calendar year. The Department Head
is to inform City Council on the items
included in miscellaneous sales shown
