MINUTES
Present: Mayor, Johnny H. Westerholm; Councilmembers: Betty
Springer, Sally Hall, Pamela Muller, Ralph Evans and Jim Wooll.
City Staff Present: City Manager, Curtis E. Hawk; Public Works
Director, William LeGrand; Police Chief, Billy Campbell; Assistant
Fire Chief, David Barnes; City Engineer, Eddie Cheatham; Finance
Supervisor, Renee McCarty; and City Attorney, E. Allen Taylor.
Invocation: Ralph Evans
Mayor Westerholm called the meeting to order and read a
Proclamation prepared for the "Holiday Ahead Campaign", promoting
safe driving through the holidays by setting aside December 1 thru
January 1, 1989.
Agenda Item #2, Mayor's Report
Mayor Westerholm announced that November 16, will be the dedication
of the IBM complex. He added that at 10:00 a.m. also, November 16,
GTE will announce the location for the headquarters which will be
moving to Texas.
Mayor Westerholm announced that the Charter Review Committee will
be meeting on Saturday mornings at 8:00 a.m. in the Council
Chambers. They would like to have the City Council attend the
meeting to be held on November 19, to make any comments they may
have concerning the charter and/or revision.
Councilmember Muller called attention to the new zoning map which
is displayed in the council chambers.
Agenda Item #3, City Manager's Report
Curtis Hawk, City Manager, noted the new format on the monthly
financial report stating it will be available for review in the
office of the City Secretary.
Hawk stated the Park Board met on November 2, and held preliminary
discussions with the Carroll Independent School District Board
members for joint use of land. The school has agreed to talk with
the city, but no other discussions have been held at this time.

It was noted that the additional parking space behind city hall was
prepared with asphalt materials that had hardened and was spread by
street department personnel. No additional funds were expended for
the project.
Mr. Hawk stated that absentee voting for the May city election may
be a problem due to lack of space available during the day at city
hall. We need to plan ahead.
The consent agenda was considered including agenda items 4, 5, 6
and 7.

Agenda Item #8. Res 88-105, Drug Enforcement Task Force
A discussion was held on Resolution 88-105 authorizing the Mayor to
enter into an agreement with the District Attorney's Office for
Mutual Aid Drug Enforcement Task force.
Chief Billy Campbell addressed the City Council, stating the reason
for the agreement is for Tarrant County to come to Southlake,
giving resources to Southlake in the drug task force area. The
County will take our information and carry the case through the
process. This is by mandate of a grant. The assets are to be used
to further the work of the task force.

made a presentation concerning the request for a rate increase
which he filed with the City Secretary on October 12, 1988.

Ms. JoAnn Parkman, District Manager with TU Electric, was present
and requested a variance to the Masonry Ordinance for a metal
prefabricated sub-station to be erected on the IBM site. The
building is a 15' x 25' x 8' structure.

looked at a little more.
Councilmember Springer stated she is generally opposed to
metal buildings, however, this has special circumstances.
Agenda Item #12, Ord. 451, Amendment to 334 Re: SP1 and SP2
Ordinance 9451, an amendment to Ordinance ~334, to clarify the
intent of Section 5.18 and Section 5.19 relating to S-P-1 and S-P-2
Site Plan District, was discussed.

Ordinance 334-45, 2nd reading for
Councilmember Pamela Muller asked that the minutes reflect her
concern for traffic on Continental Blvd. The roads are in
such bad repair. She is concerned especially about the safety
of school buses in the area and does not feel the city should
rezone any property in that area until the roads are repaired.
Councilmember Sally Hall agreed with Ms. Muller and also
expressed concern over the conditions of the roadway on
Continental Blvd.
Annexations
Mayor Westerholm stated that the agenda items concerning annexation
will be considered next in Ordinance 453 through Ordinance 465,
with each ordinance being considered separately.
Since the ordinances are identical except for the metes and bounds
descriptions, he read the caption of only one ordinance for all the
ordinances.
Ail property finally annexed shall be zoned Agricultural on a
temporary basis pending Zoning of the property on a permanent basis
in accordance with State zoning statutes.

Agenda Item #28, Public Forum
Councilmember Sally Hall requested that the turn lane on FM1709
apron be expanded at Randol Mill Road. She asked that the staff
investigate this.
Councilmember Jim Wooll asked that an adjustment be made to the
city limit sign on Hwy 114 to reflect the disannexation.
Public Works Director, Bill LeGrand stated that the State
Highway Department would need to adjust the sign.
Comments were made concerning the city limit sign on FM1938 and the
population figures both needing adjustments.

July 18, 1977
-how comes Larry Graham of the Tarrant County Health Department requesting an amendment to Court
Order N3. 42703, that would require construction of private sewage facilities meet Texas Department of
health Resources strictest minimum standards in addition to existing Tarrant County standards.
Therefore, motion was made by Commissioner Nebus, seconded by Commissioner Gregory and duly
carried that Commissioners' Court Order No. 42703 be amended as follows:
"This Order shall conform to the minimum construction standards for private sewage facilities
as promulgated and authorized by current state statutes, as amended, and the Regulations of the
Texas Department of Health, as amended."
It is so ordered. II
