1988-04-19 CITY OF SOUTHLAKE 667 N. Carroll Avenue Regular City Council Meeting April 19, 1988 7:30 p.m. MINUTES Present: Mayor, Johnny H. Westerholm; Councilmembers: Rick Stacy, Betty Springer, David McMahan, Charles Curry and Jim Wooll. City Staff Present: City Manager, Lloyd O. Latta, Jr.; Public Works Director, Bill LeGrand; Fire Chief, R.P. Steele; Police Chief, Jerry Crowder; City Attorney, Ken Dippel; City Engineer, Eddie Cheatham and City Accountant, Renee McCarty. Invocation: David McMahan The meeting was called to order by Mayor Westerholm at 7:30 p.m. The minutes of the April 5 and April 12 City Council approved as presented. Motion: Curry Second: Springer Ayes: Curry, Springer, Stacy, McMahan and Wooll Nays: None Approved: 5-0 meetings were Mayor's Report: Councilmember McMahan noted that he has proposed to City Council that they consider the sell of some city assets in order to raise revenue for the city and create a reserve fund and also help meet current city expenses. In view of the fact that Southlake is facing some serious bond issues in the near future to take care of some city needs, he thinks it is Council's obligation to not only balance this budget but to look into the future and try and create some sort of reserve system without over burdening the system. He asked for a straw vote on whether or not Council would like for him to go forward with the cono~pt of exploring the sale of the city hall complex and leasing it back with the repurchase option at several points in time. This would create a lot of cash for Southlake. Ail Councilmembers indicated they would be interested in having McMahan look into this further. The City Manager indicated he too would like to look into the possibilities as stated. Mayor Westerholm expressed reservations about it, but stated he would not object to looking into it further. Areas 17 & 18: Motion was made and approval given to table Ordinance #429 as requested by the owners. Motion: Curry Second: Springer Ayes: Curry, Springer, Stacy and'Wooll Nays: McMahan Approved (to table areas 17 & 18): 4-1 Area #4: Motion was made and approval given to table Motion: Stacy Second: Wooll Ayes: Stacy, Wooll, Springer and Curry. Nays: McMahan Approved (to table area #4): 4-1 Councilmember Stacy stepped down as having area #9. Bob Brown, attorney, was present representing the owner. Bob Martin, appraiser, was present and made a presentation on best use of the land. Motion was made to reclassify the area as I-2 PUD. Motion: Curry Second: Stacy Ayes: Curry, Stacy, Springer, McMahan and'Wooll Nays: None Approved: 5-0 Curry and Stacy stated they are not in favor of I-2 zoning for any other use in that area of t~e city. Area #18-B: Heavy Commercial Cemetery. recommended Office-l; Owner, Oscar Wolfe Family Motion was made to reclassify as Community Service. Motion: McMahan Second: Wooll Ayes: McMahan, Wooll, Stacy and Springer Nays: None Abstained: Curry Approved: 4-0-1 Councilmember Stacy stepped down as having a vested interest. Ken Smith was present representing the church. He noted they had no problem with the Cheatham review letter of 4-7-88. Motion was made to approve the final'site plan Cheatham letter. Motion: Stacy Second: McMahan Ayes: Stacy, McMahan, Springer, Curry and Wooll Nays: None Approved: 5-0 as included in the A~enda Item ~10, Flying Burrito Rgstaurant Permit Consideration was given to continue the operation of Flying Burrito Restaurant until the right-of-way is acquired for the widening of Hwy. 114. Attorney, Wayne Olson, was present and represented the owner: Janie Benavitas. Mr. Olson stated the temporary building permit is to expire on June 2, 1988 and they are asking for a six month extension or an extension until the right-of-way is acquired for the widening of Hwy 114. The public hearing resulted with no comments. Motion was made and approval given to Resolution #88-36. Motion: Wooll Second: McMahan Ayes: Wooll, McMahan, Springer, Curry and Stacy Nays: None Approved: 5-0 Agenda Item #20, Discussion~ Naming Inter-City Streets Mayor Westerholm explained the request which resulted from a CONET meeting in reference to naming streets that intersect various cities. Also, the possibility of renaming these streets and having a consistent name throughout. A letter was sent to all Tarrant County Cities, Mayors and City Staffs, asking for input. A copy of the information is a part of the minutes. Agenda Item #21~ Financial Report The City Manager, Lloyd O. Latta, Jr., answered regards to the financial report that covers the first the fiscal year. Motion was made to accept the report. The revision is only affecting the general fund. City Council Minutes April 19, 1988 Page 8 Councilmembers Springer and Curry suggested that the revenue sharing funds in the amount of $33,000 be used for the purchase of capital equipment, such as police cars. Curry suggested we retain the employees and not have layoffs, but use the employees in a variety of ways around the city.
