1990-08-30 CITY OF SOUTHLAKE 667 N. Carroll Avenue SPECIAL CITY COUNCIL MEETING August 30, 1990 7:00 p.m. COUNCILMEMBERS PRESENT: Mayor, Springer. Members: Sally Hall, Evans. Gary Fickes; Mayor Pro Tem, Betty Rick wilhelm, Jerry Farrier, Ralph CITY STAFF PRESENT: Curtis E. Hawk, City Manager; Renee Wheeler, Finance Officer; Michael Barnes, Director of Public Works; and, Sandra L. LeGrand, City Secretary. The meeting was called to order at 7:00 p.m. by Mayor Gary Fickes, who informed the audience that the purpose of the Special City Council meeting is to conduct a public hearing on the proposed tax rate increase. The Mayor indicated that Chapter 26 of the Property Tax Code requires that taxing units must comply with truth in taxation laws in setting their tax rates. The proposed rate increase must be the only item on the agenda for the hearing. A quorum must be present, and taxpayers must have the opportunity to express their views on the increase. The governing body may not adopt the tax rate at this meeting, instead, at the end of the hearing, it must set and announce the date time , and place of the meeting at which it will vote on the tax rate. Agenda Item #2, Public Hearing on the Proposed Tax Rate Increase The City Manager, Curtis E. Hawk, reviewed the proposed tax rate increase for the public. He indicated that the proposed budget being presented to you has a tax rate increase from .3882¢ per $100. valuation, to .4550¢ per $100. per valuation. He gave a comparison by way of overhead projections. A copy of the information presented is hereby incorporated into the minutes of this meeting. There are a number of items Hawk commented about, including, the largest part of the proposed tax increase are for things we don't have any control of, including: Some water system, some sewer system, some streets, debt service for the relocation of the water lines of FM 1709. When you look at the increase for the maintenance and operation (M&O) Budget, that increase does include 20% increase in the city portion of workman's compensation; 20% in the city contribution to employee insurance, and 27% increase in gasoline. There are other increases like that, that we have no~way of knowing. There appears to be new positions, when in effect, it will cost the city less for the new positions, than what we paid for contract services for this service from a consultant. City Council Minutes August 30, 1990 page two Agenda Item #2, Continued The budget does require a tax rate of .4550¢, an undesignated fund balance of $200,000. this~will allow for Hawk is proposing approximately 4 1/2% increase for employees. Mayor Fickes noted that this evaluation reflects growth on the ground as of January 1. We do have alot of activity, however, it will be on the roll for next year. Public Hearing P.W. McCallum, 2970 Burney Lane, Southlake. Mr. McCallum commented that in this coming year, that the homeowners will be seeing a lot of increases. School taxes, city taxes, sewer hook-up, etc. In Southlake the roof tops are carrying the burden. He asked if some of the funds could assist the Southlake Economic Development Council, putting more emphasis on attracting businesses and industry, this will spread some tax burden from the homeowners. Mayor Fickes answered that in the current budget, $16,000 is allocated to S.E.D.C. Mobile Oil Company has purchased some 300-500 acres for commercial on Highway 114, to be in keeping with the I.B.M. Project. Fickes noted that Councilmember Rick Wilhelm is currently chairman of S.E.D.C. Ed Brown, 1231 Timberline, Southlake. Mr. Brown noted that in the last two year, how much Southlake has grown. Does City Council feel that the raise in tax rate will hurt the growth in Southlake. Ann Parker, 1019 Mission Drive, Southlake. She indicated that she feels Southlake is in a catch 22-- how do we catch the commercial before the homes. Jerry McCrory, 1355 Ten Bar, Southlake. He had questions in regards to revenue from ad valorum taxes, sales taxes, building permits, fines and forfeitures, etc. Public Hearing Closed.
