Agenda Item No. 8 - Ordinance No. 1060, Parks, Recreation & Open Space /

Chris Tribble, Director of Community Services, presented this item and gave a
presentation.
Commissioner Fairchild asked about a new location for the Library.
Chris Tribble stated that there have been a few ideas but nothing concrete.
Commissioner Springer asked about the catering kitchen. Would that be for public use?
Chris Tribble stated that it would be part of a community center that could be used for
both private events as well as public events.
Commissioner Springer asked about the synthetic field.
Chris Tribble stated that synthetic fields cut back on maintenance cost. It allows for use
7 days a week during any kind of weather without the worry of wear and tear of the field.
It also allows for multiple uses and sports.
Commissioner Fairchild addressed open space areas. One particular space is the area
behind the bank on Byron Nelson Parkway.
Chris Tribble stated that yes the space is owned by the City, but is not park land.
Acting Chairman Springer opened and closed the public hearing.

Agenda Item No. 9 - Ordinance No. 480 -JJJJ, an amendment to the Comprehensive
Zoning Ordinance No. 480, as amended, as it pertains to building color.
Planner 11, Daniel Cortez presented this item.
Acting Chairman Springer opened the public hearing and acknowledged the responses
that were received regarding this ordinance.
Brett Langlinais, representing 1203, 1205 and 1209 S White Chapel Blvd. came
forward. Mr. Langlinais expressed that he is in favor of the amendment to 480 -JJJJ.
Commissioner Springer asked if the city ordinance override HOA.
Director Ken Baker reminded the Commission that the ordinance and zoning has
always had color tied to it. There are also cases that specific colors are part of the
development and zoning district such as Town Square.
Brandi Renee Day with Brandi Renee Designs located at 500 N Kimball Ave. came
forward. Ms. Day explained that her business contains a showroom and has been told
that her business is hard to find. We have placed turquoise pots around the front and
have painted the area above the window to draw attention to the space. We have also
started launching commercials with a picture of the space to help draw in business. We
are already limited to signage.
Commissioner Smith stated that any business that has any of these colors is
grandfathered in.
John Thompson with Argos Cementos located at 1968 Brumlow Avenue came forward.
Our concrete plant is lime green in color. The one located in Southlake is currently
white. This ordinance would restrict us from painting this location our company colors.
The items to be painted are equipment and not the building. How would that work?
Director Ken Baker stated that the ordinance does not cover structures. The item in
question is a structure not a building.
Mr. Thompson explained that the company is based out of Columbia. Eventually all the
plants are going to be painted that color.
Acting Chairman Springer closed the public hearing.
Commissioner Springer and Commissioner Smith both agreed that the ordinance needs
to be amended to include structures.

ordinance includes structures and portable buildings.
