Based on what you emailed below, Yes, I believe a SPIN meeting is definitely needed. Alison can provide the
next available dates and deadlines as I do not have those handy.
Alison, please reference this email as my decision to call a SPIN meeting for this item. The construction aspects
of this, fencing, generators, building, as well as potential traffic issues, etc. deem it necessary to take it through
SPIN for residence input.

Mr. Baker,
Per your voice mail, I am sending you an e-mail to provide information related to the TRA Denton Creek
Regional System – Kirkwood & Cade Branch Lift Stations, and Schooling Road Drop Manhole Improvements
Project. CDM Smith (and Gupta and Associates) are developing contract documents on behalf of the Trinity
River Authority of Texas (TRA), the client.
the Kirkwood Lift
This TRA project includes work at five existing TRA wastewater conveyance facilities. One facility,
Station,the City of Southlake
is located within . The remaining four facilities included in the project are located in the
1
Cities of Westlake and Roanoke.
Kirkwood Lift Station Proposed Work Summary:
Site Address: 3200 North White Chapel Boulevard, Southlake, Texas 76092.
rehabilitation
The project includes the of TRA’s existing Kirkwood (sewage) Lift Station. Improvements are
intended to improve electrical service reliability and safety, ease of maintenance, and overall site appearance. The
major proposed items of work on the project include:
Installation of an approximately 55-foot by 15-foot single-story, off-site/factory-constructed electrical
building.
Installation of an approximately 35-foot by 12-foot emergency/standby power generator with outdoor
enclosure and foundation slab.
Removal of the existing outdoor electrical facilities and replacement within the new electrical enclosure
building.
Removal of the existing 25-foot by 12-foot canopy cover and columns over the existing electrical
facilities to be removed.
Construction of steel frame monorail hoist over the existing pump wet well to allow for sewage pump
removal without use of a mobile crane.
Replacement of concrete pavement removed for construction of the above, to current pavement limits.
Installation of a new 10-foot by 10-foot below-grade concrete flow meter vault.
Removal of the existing and replacement of 8-foot high chain link fencing with new 8-foot high wrought
iron fence with cedar pickets and one strand upper barb wire.
I have attached two site plans to help you visualize what we are planning at the lift station: One is a demolition plan, the
other is a proposed site plan.
Again, the improvements are a rehabilitation effort at an existing lift station; we are not constructing a new residential
development or anything along those lines. After review of these documents, can you please let me know if a SPIN
meeting is still required.
2
We are in the process of preparing the Concept Plan/Site Plan/Development Plan Application and Traffic Impact Analysis
submittals for formal City review. Please do not hesitate to contact me if you have any questions.
Regards,
Patrick

Hi Patrick,
I’m happy to talk with you but the SPIN Representative makes the recommendation regarding whether or not a
meeting is necessary – staff is not involved in the recommendation process. I would suggest that you call Mr.
Baker (info in previous email) as soon as possible.

Thanks Allison.
Perhaps I can give you a call regarding this.
We are trying to determine if a SPIN meeting is actually needed here.
EXISTING
The project that we (CDM Smith) are working on is an engineering design for a rehabilitation for an
wastewater pump station in Southlake.
The pump station has been there since 1995; it is not a new site.
My client is TRA (Trinity River Authority), and they now own the parcel that the pump station is located on (since 2012).
TRA is looking to bid this project this spring, so any decisions/meetings that need to occur needs to happen very soon.
Can I call you tomorrow Wednesday?
Thank you,
Patrick X. Palacios
