1989-08-29 CITY OF SOUTHLAKE 667 N. Carroll Avenue SPECIAL CITY COUNCIL MEETING August 29, 1989 8:00 P.M. COUNCILMEMBERS PRESENT: Mayor, Gary Springer. Members: Pamela Muller, Rick Wilhelm. Fickes; Mayor Pro Tem, Betty Sally Hall, Ralph Evans and CITY STAFF PRESENT: City Manager, Curtis Hawk; Director of Public Works, Mike Barnes; Police Chief, Billy Campbell; Fire Chief, R.P. Steele; Finance Officer, Renee Wheeler; Zoning Administrator, Karen Gandy; City Attorney, Wayne Olson; and, City Secretary, Sandra L. LeGrand. The Special meeting was called to order by Mayor Gary Fickes at 8:00 p.m. He stated the Council will be going into an executive session and they proceed with the work session as posted on the agenda. Agenda Item #2. Executive Session An executive session was held pursuant to the Open Meetings Law, Article 6252-17, Section 2(e) and 2(g), under the provision dealing with Litigations and Personnel. (Refer to posted list of litigations and personnel). Mayor Fickes stated that the reason for the executive session is for Council to discuss pending or contemplated litigations. Council adjourned to executive session at 8:00 p.m. Council convened into open session at 9:00 p.m. Agenda Item ~3. Action Necessary Mayor Fickes stated that no action is necessary was a result of the executive session. Agenda Item #4 & ~5 Work Session The City Council began the work session by discussing the new proposed zoning ordinance No. 480 and the zoning map. A tape recording was made of the work session for the purpose of public review. Several citizens were present and commented on the proposed changes which were made to the zoning map. A listing of those who commented is hereby incorporated in the minutes. The Fiscal Year 1990 budget was not discussed tonight. City Council Minutes August 29, 1989 page two Agenda Item #6. Work Session: Comments Wayne Hood- 1820 Rainbow Tract 6Al- He understood that the area would be industrial, he did not improve his property (residence) because of that. Therman Ragan 1512 Rainbow Street Tract 1 end Tract 5- He is using beth tracts for the same thing, his nursery. He wants B-2 for both tracts. Lee Foster Rainbow Street, Tract 2C1- He has a gas line going across his property, he wants it like it was, Industrial. Bob Rockenbaugh North Carroll Avenue, Tract 2C- He wants it left like it was, he has a buyer for Industrial use. He asked for consideration. Shirley Wright, real estated agent for Rockenbaugh- If Tract 2C goes Single Family, she has lost a sale. Millard Dilg, 106 acres on 1709 end South Carroll Avenue- Greenway Industrial Park. They want to develop as zoned, but are waiting for the sewer to get there. Laura end Charlie Nelson- Continental Blvd. - 10.9 acres. They bought in 1983 because it was industrial, they have the worst roads and etc. They want it left as industrial. P~chard Eakins- East Continental Blvd. He would like it left as industrial as used. Bob Miron, Southlake Blvd. Miron Addition, also a portion of Gorbet Addition. He was Retail-1 changed to C-2. He feels there ought to be en area designated for industrial uses. Bob Rockenbaugh- how are we going to keep our schools going on residential only? City Attorney, Wayne Olson, c~L,L~nted on the new proposed zoning ordinance. Airports- C-3 with Special Exception Use Permits. Dog Kennels- C-3, B-2, I-l, with Special Exception Use Permits. Municipal Buildings- All zoning catagories. Archery Ranges- Special Exception Sues. Auto Sales, Truck Sales- ? Outside Storage- B-2, not B-1 Outdoor Entertainment- B-2 John Swift- He would like to reduce the hours of operation when industrial is next to residential. He suggested 7 a.m. rather than 6 a.m.
