1989-08-22 CITY OF SOUTHLAKE 667 N. Carroll Avenue SPECIAL CITY COUNCIL MEETING August 22, 1989 7:00 P.M. COUNCILMEMBERS PRESENT: Mayor Gary Fickes (arrived at 7:25 p.m.) Councilmembers: Sally Hall, Pamela Muller and Rick Wilhelm. COUNCILMEMBERS ABSENT: Mayor Pro Tem Betty Springer and Ralph Evans. CITY STAFF PRESENT: City Manager, Curtis E. Hawk; Director of Public Works, Mike Barnes; Police Chief, Billy Campbell; Fire Chief, R.P. Steele; Finance Officer, Renee Wheeler; Zoning Administrator, Karen Gandy; City Attorney, E. Allen Taylor Jr.; and, City Secretary, Sandra L. LeGrand. INVOCATION: Rick Wilhelm The meeting was called to order at 7:15 p.m. by Councilmember Pamela Muller, in the absence of the Mayor and Mayor Pro Tem. A~enda Item #2. Approval of Minutes The minutes of the August approved as presented. Motion: Wilhelm Second: Hall Ayes: Wilhelm, Hall, Muller Nays: None Approved: 3-0 vote 1, 1989 City Council meeting were A~enda Item #3. Liability and Health Insurance The city manager, Curtis Hawk, stated he was instructed by the City Council to survey the employees to ascertain how many may be interested in providing health insurance coverage for their families, when new coverage is provided. He reported that twenty-six employees would consider the possibility, out of fifty-nine employees. TML is a trust fund formed to cover just cities and governmental agencies. If the city were larger, we would hire a risk manager, since we are not, TML will watch things for us. Mayor Fickes arrived at this time. Councilmember Hall stated that TML also provides legal services for insurance related matters for cities covered by the insurance. Motion: Wilhelm Second: Muller Ayes: Wilhelm, Muller, Hall Nays: None Approved: 3-0 vote Option 3 of the TML Coverage for Agenda Item #4 Selection of CPA for Audit City Manager, Curtis Hawk cited Section 9.42 of the Home Rule Charter which refers to an independent audit being made of all accounts of the city by a Certified Public Accountant at the close of each fiscal year. Hawk indicated that they received a number of proposals and he and Renee Wheeler, finance officer have selected three firms that they would recommend to the city council. After discussion, motion was made Tidwell CPA Accountants. Motion: Hall Second: Muller Ayes: Hall, Muller, wilhelm Nays: None Approved: 3-0 vote to approve the firm of Weaver and Agenda Items #5,#6 Work Session At this time the City Council convened into work session to discuss the new proposed zoning ordinance and map, the Fiscal Year 1990 Budget. A tape recording was made of the work session for public information. A listing of the changes to the zoning map are attached to minutes. Kimball- all industrial Take the eastern boarder of Woodland Heights, go south straight down I-1 Work Session continued- August 22, 1989 Councilmember wilhelm asked that the record reflect that the industrial property which has been changed to single family is because no uses are on the property at this time. All property in that area to the west has been changed to SF-20 except for Ragan and it is B-2. Leave the property between Meadow Oaks and Woodland Heights as Agricultural, as that is the current use.
