Southlake Blvd. (FM 1709) to S. Nolen Drive. This proposed amendment to the city's Mobility and Master Thoroughfare Plan would modify the alignment of S. Village Center Drive generally extending from Southlake Blvd. to S. Nolen Drive. The purpose for this amendment is to recommend an alternative alignment to retain the current LOS C at the intersection of E. Southlake Blvd. (FM 1709) and S. Minor revisions have since been made to address areas of importance as the city continues to develop. Generally, this plan is used to guide the city's transportation system improvements, including existing and planned extensions of city streets and highways. A primary objective of the thoroughfare plan is to ensure the reservation of adequate right-of-way on appropriate alignments and of sufficient width to serve existing and future transportation needs. The adopted plan recommends that Village Center Drive extend south and east from Southlake Blvd. to S. Nolen Drive. It is currently shown as a two-lane undivided collector with a 60 foot right-of-way, with an alignment as follows: from the intersection of Village Center Drive and Southlake Blvd. (FM 1709) south, then east around Gateway Church, continue east on the south side of the Greenway and Quicksall properties, create a signalized intersection with Kimball Avenue, then continue east to "T" into Nolen Drive. The map below indicates the S. Village Center Drive alignment as included in the Southlake 2025 Plan: Ord. No. Attachment A 1056 Page ALTERNATIVE ALIGNMENT: The primary purpose of the Village Center Dr. extension is to provide improved and safer circulation for the CISD property and the undeveloped parcels in the vicinity. A positive side effect of the improved circulation is that it will alleviate some of the further congestion anticipated at the intersection of Kimball Ave. and Southlake Blvd. The development of nearby parcels will deteriorate the operation of the Kimball Ave. signal to a forecasted level of service (LOS) D. The extension of Village Center Dr. will alleviate the congestion caused by this development and return this signal's level of service back to LOS C. Alternative alignments for the S. Village Center Drive have been evaluated, shown below as 1N, 1S, 2N, and 2S. The proposed amendment would recommend an alternative alignment for the extension of S. Im Izi pE`_-fir" _-,�lk'�i _ I • ��' r ■ 1S/2S most closely represent the current adopted alignment. ■ 1 N offers an alternative alignment to shift the western segment of the right-of- way further north to increase the separation from the Woodland Heights neighborhood and allow for additional frontage along S. Village Center Drive, in the event that the Gateway Church property were to be redeveloped. This alignment, however, divides the parking facilities available for the Gateway Church property and limits the developable use of the southwest corner of the Greenway property. ■ 2N moves the thoroughfare more than 100 feet away from the northern edge of the school building, while the current alignment, or 2S, positions the ROW 45 feet from the existing school building. 2N also provides a simpler and more efficient geometry for the ROW, a straight line. This alignment would run parallel to the CISD north entrance driveway causing the closure of the existing driveway and a shift of the median opening on Kimball to the north. The school would need to provide a new connection to S. Village Center Drive. Ord. Village Center Drive: • Design as a 60' foot (C2U) collector roadway with a speed limit not to exceed 30 mph. • Design as an "Urban" cross-section roadway which includes curb gutters, street trees and sidewalks. • Traffic calming measures should be considered in the design of the roadway. • At the time the roadway connection to Kimball Avenue is made from the west, the CISD's north drive connection to Kimball Avenue shall be closed and the western most school service drive shall be connected to the new roadway. • Intersection improvements such as pedestrian crosswalks should be considered at the following locations: 1) the two-way intersection located at the southwest corner of the Gateway Church property; 2) the intersection at Southwood Drive; 3) the three-way intersection located at the corners of the Greenway/Quicksall/CISD properties; 4) the intersection of the school's west drive; and 5) the intersection of S. Kimball Avenue and S. Village Center Drive. • The northern boundary of the CISD property should be fenced to minimize potential vehicle/pedestrian conflict. • During design of the roadway, mitigation measures of the new roadway on adjacent residential properties such as landscaping, buffering, fencing and screening shall be considered. • The portion of the roadway near the intersection of the CISD school drive shall be designed with a center turn lane in both directions to allow stacking to occur during school drop of and pick up times. Village Center is intended to serve as a local collector to reduce congestion on F.M.1709, while providing residents easier access to businesses and schools. • Two alignments have been considered and the recommended alignment is "1S" and "2N." This alignment extends along the southern side of Gateway Church and shifts slightly north approaching CISD property, as shown below. The following plans were presented at SPIN: Ord. No. Attachment C 1056 Page QUESTIONS / CONCERNS The owners of the Quicksall and Greenway tracts do not like the 1 N" alignment because it would clip the southwest corner of the property. We do not want to be used as a cut through property or end up with a dead end road. o We would work with Gateway Church to explore opportunities for continuing the development of the road on or along their property. We may be able to use eminent domain to acquire the needed right-of-way, but that is generally undesirable. It would be important to complete the road through to Kimball. Council would likely consider funding a gap here as a critical connection, and pay to put in the missing segment of the road. The 1 N" proposal was included to provide an option with additional separation from Woodland Heights. What is the land area of the triangle created by the 1 N" segment at the southwest corner? Would that area become unusable? o About a half -acre, and that property would not be appropriate for development but could be used for open space, a landscaped buffer or pocket park. Under the 1 N" scenario, we would work with the property owner during the development process to help determine the best use for that portion of the property. Would a traffic signal be installed at the intersection of Village Center and Kimball? o We will be studying these new intersections to determine where/whether a signal would be appropriate. We don't want to encourage cut -through traffic, but we do want to allow for adequate stacking, and relieve congestion along Kimball near the schools. As we conduct the study, we may find that a stop sign would work better to achieve these goals. Will there be a future connection between Kroger and Staples shopping centers? o There is consideration for a bridge as a part of the Woodland Heights Connector project, the city would consider a box culvert to allow for an easier connection, but the property owners have not yet agreed. My husband and I are requesting that city council take action to move the proposed alignment of Village Center Road from 1 S to the more desirable 1 N alignment. T,aeenty-five years ago when we moved to Southlake this property was zoned agriculture for the Zembrod Horse Farm. Zoning and land use were changed to support the office category and church (Community Service). We supported this changeaswe feltthisfitwellwiththe residentialneighborh00d. Now we are threatened vvith a road intended for heavy commercial use only a feet+ feet from our yard. Cur property is at the right angle bend of the road in the Sf alignment and vehicles will eventually end up in our backyard. We will have the constant annoyance of headlights and noise fromtraffic disrupting ou€tranquility. The church has proposed using the property for a Bible College butwe don:t know whatthe future holds. If it eventually is zoned as commercial property the 1 N alignmentwould provide a buffer between residential and commercial and provide space for other buildings alongthe shared fence. Movingthe road to the north does not changethe original intentionof the road, an alternate route to Kimball Rd. andthe schools. andwould be beneficial to everyone. Our neighborhood would have a buffer and the city would not be obligated to provide an expensive masonry fence. H i storically that type fence has been provided to every other residential neighborhood with this situation. Also, it would soften the road and encourage drivers to use the road as intended. No. Attachment F 1056 Page13 C�lNI]Iki/e1�[���[��i[�)~7� AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, FOR AMENDMENT TO THE ADOPTED MOBILITY AND MASTER THOROUGHFARE PLAN MAP TO INDICATE THE GENERAL ALIGNMENT OF SOUTH VILLAGE CENTER DRIVE GENERALLY EXTENDING FROM EAST SOUTHLAKE BOULEVARD (FM 1709) to SOUTH NOLEN DRIVE AND TO BECOME EFFECTIVE UPON ITS PASSAGE AND APPROVAL.. WHEREAS, the City of Southlake, Texas is a home rule city acting under its charter adopted by the electorate pursuant to Article XI, Section 5 of the Texas Constitution and Chapter 9 of the Local Government Code; and WHEREAS, Section 11.06 of the Southlake City Charter provides for the adoption and updating of a Comprehensive Master Plan and its components, including the Master Thoroughfare Plan; and, WHEREAS, the Planning and Zoning Commission has forwarded a recommendation foran amendment to the Master Thoroughfare Plan. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS: SECTION 1 Pursuant to Section 11.06 of the Southlake City Charter, the Comprehensive Master Plan, of which the Master Thoroughfare Plan is a component, may be submitted in whole or in part from time to time to the Council for their adoption, accompanied by a recommendation by the Planning and Zoning Commission, and shall contain a planning consideration for a period of at least ten (10) years. The proposed amendments to the Master Thoroughfare Plan, noted by graphical depiction in Exhibit "A" and attached hereto, is hereby approved subject to the following conditions: • Design as a 60' foot (C2U) collector roadway with a speed limit not to exceed 30 mph. • Design as an "Urban" cross-section roadway which includes curb gutters, street trees and sidewalks. • Traffic calming measures should be considered in the design of the roadway. • At the time the roadway connection to Kimball Avenue is made from the west, the CISD's north drive connection to Kimball Avenue shall be closed and the western most school service drive shall be connected to the new roadway. • Intersection improvements such as pedestrian crosswalks should be considered at the following locations: 1) the two-way intersection located at the southwest Ord. No. Attachment G 1056 Page corner of the Gateway Church property; 2) the intersection at Southwood Drive; 3) the three-way intersection located at the corners of the Greenway/Quicksall/CISD properties; 4) the intersection of the school's west drive; and 5) the intersection of S. Kimball Avenue and S. Village Center Drive. • The northern boundary of the CISD property should be fenced to minimize potential vehicle/pedestrian conflict. • During design of the roadway, mitigation measures of the new roadway on adjacent residential properties such as landscaping, buffering, fencing and screening shall be considered. • The portion of the roadway near the intersection of the CISD school drive shall be designed with a center turn lane in both directions to allow stacking to occur during school drop of and pick up times. l;�ME" IEel kil W., The different elements of the Comprehensive Master Plan, as adopted and amended by the City Council from time to time, shall be kept on file in the office of the City Secretary of the City of Southlake, along with a copy of the minute order of the Council so adopting or approving same.
