Neil Richmond is requesting approval of a specific use permit that will allow him to
store, repair and sell antique automobiles (on a minimal basis) from his private

P&Z ACTION: February 7, 2013; Approved (5-0) subject to the staff report dated
February 7, 2013, and subject to the following:
• All storage is limited to inside;
• Any repair work is limited to minor tune ups and maintenance
performed inside and no body work;
• Personal storage of vehicles as primary use;
• Sales be restricted to "antique vehicles" as defined by the Texas
Motor Vehicle Code and be limited to five (5) cars per year;
• Hours of operation will be 9 a.m. to 5 p.m., Monday thru Friday;
• No signage;
• No change in lighting;
• Any vehicle sold must be owned by Mr. Richmond and not on
consignment; and,
• SUP limited to a three (3) year period.

To Whom It May Concern:
I have an antique car collection and automobile memorabilia that I would like to store at
1215 Brumlow in Southlake. From time to time on a minimal basis, I sell cars in order to
change and add to my collection. Also, I store antique and classic cars for friends and
relatives.
My son, T.Jay Richmond, is a mechanic and restorer of my cars. He needs to be able to
do restoration and mechanic repair of vehicles. We also specialize in Ford Model `A's,
1928-1931, therefore, we handle a great deal of new reproduction Model "A" parts for
the use in our restoration projects.
In general, we will use this 60' X 100' building at 1215 Brumlow for storage of antique
cars and memorabilia. However, it is important that we are able to do car repair and sales
on a minimal basis. I have no intentions on being a "used car lot" or go into any full time
business. I am a retired Principal of Midland High School. I have been retired since
2000. This is a hobby of mine and I take pride in my collections. Also, I am sending you
a few pictures of my building in Midland. I have added to the property in the last 20
years and take pride in my building. I plan to do the same and add to the property on
Brumlow with better fencing and landscaping. This is my home away from home!
I am asking permission from the City of Southlake, Texas to approve this special use
permit for at least 10 years. I need your approval before I can make a commitment with
the seller of the property, Don Allen of Southlake, as this property is zoned I-1 (light
industrial) at this time.
I have been in communication with the City of Southlake for some time about this
request and I must say I have had a very pleasant experience working with the City of
Southlake: Lorrie Fletcher, Matt Schirle, and Dennis Killough.

Southlake P&Z and City Council,
I am writing in opposition of the current agenda item #12 for the P&Z
Meeting scheduled for Feb. 7, 2013.
I am a resident that currently backs to Brumlow. Brumlow has become a
major entryway and exit for the City of Southlake. Unfortunately this
entryway into our city has been overlooked for many years. It is not very
appealing and quite honestly would make one wonder if there is any zoning
going on in this city. Just drive north on Brumlow from Hwy 26 and you
will see from my perspective. It is currently zoned 'light industrial'
which has been in place for a very long time. Yet as the city grows and
residential areas are built around this area, the City should really take
more thought into what they allow to be built and what they allow to
operate next to residences. Please think about what you would and would
not like next to your home.
For example, the cement plant which is in full operation has gone from
'light' industrial to something I consider much different. In the past
two years, this plant has expanded and built their equipment to a height
twice the original size. They have also painted it a lime green color so
it can be noticed over the tallest of trees and homes. But most upsetting
is the fact that this "light industrial" property has begun working day
and NIGHT. Yes, they say they have a special permit to work 2417. They
say the City has allowed them this permit? Imagine hearing that
throughout the night.
So, before changing any zoning areas, I ask you to consider what effect
this may have on the residences nearby. Item #12 refers to a'used car
lot'- is that something that needs to be next to homes? Because yes,
there are homes that are actually near this area and then there are
numerous residents that would have to drive by the used car lot to get to
their homes as well. Brumlow is TWO lanes. There is NO turn lane. Have
you ever tried to get across Brumlow during high traffic times? It is
nearly impossible to leave the subdivision onto Brumlow because of
traffic. As long as the road remains in its current state (a very old two
lane road in desperate need of repair) there should be no businesses
allowed which would add to the traffic situation that currently exists.
Aside from the traffic issues and unpleasantness of a used car lot next to
our homes, have you consider the safety to the kids that attend the
elementary school on the comer?
I believe the City should look at the long range plans for Southlake. I
believe they show much of this area turning into more residential homes.
If this is the case, then anything that gets approved in the next ten
years, should be towards that ultimate plan. Anything that gets approved
should be with the consideration of this whole area being residences in
the near future. What would you want to be living next to? Used car lots
belong on Hwy 26 or Hwy 114, not next to homes, families and schools.
Please preserve the image that the City is trying to create.

Subject: Opposition to item #12 zoning meeting Feb 7
I, Amy Gooch, a resident of Timarron (1720 Byron Nelson Pkwy) and am in
opposition to Item #12 on the planning zoning agenda for Feb. 7th.
Item #12 which pertains to the proposed Special use Permit for 1215
Brumlow. This area has heavy traffic with a road split making it
difficult for residents to pull out. Running in parallel to this road and
a very short distance away is a school zone. Increased retail traffic
brings a safety is a concern for our elementary school walkers.
I cannot attend the meeting but want it added to the record that I am
OPPOSED to item #12.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT FOR
SALES AND SERVICE OF USED AUTOMOBILES, TRUCKS OR MOTOR
HOMES FOR RICHMOND CARS ON PROPERTY DESCRIBED AS LOT
1, BLOCK 1, J.N. GIBSON NO. 591 ADDITION, CITY OF SOUTHLAKE,
TARRANT COUNTY, TEXAS; AND LOCATED AT 1215 BRUMLOW
AVENUE, SOUTHLAKE, TEXAS, MORE FULLY AND COMPLETELY
DESCRIBED IN EXHIBIT "A", AND AS DEPICTED ON THE APPROVED
PLAN ATTACHED HERETO AND INCORPORATED HEREIN AS
EXHIBIT "B" AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for sales and service of used automobiles, trucks or motor
homes for Richmond Cars has been requested by a person or corporation having a proprietary interest in

WHEREAS, the City Council does hereby find and determine that the granting of such Specific
Use Permit is in the best interest of the public health, safety, morals and general welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted to allow outdoor sales or services, on property within the City Of
Southlake, Texas, located at 1215 Brumlow Avenue, location being described as Lot 1, Block 1, J.N.
Gibson No. 591 Addition, an addition to the City of Southlake, Tarrant County, Texas, more fully and
completely described in Exhibit "A", and as depicted on the approved plan attached hereto and
incorporated herein as Exhibit "B" and providing an effective date, subject to the provisions contained in
the comprehensive zoning ordinance and the restrictions set forth herein. The following specific
requirements and special conditions shall be applicable to the granting of this Specific Use Permit:
