Carroll Avenue SPECIAL CITY COUNCIL MINUTES August 27, 1991 7:30 p.m. MINUTES COUNCILMEMBERS PRESENT: Mayor Gary Fickes; Mayor Wilhelm; Deputy Mayor Pro Tem Sally Hall. Members: and Barry Emerson. Pro Tem Rick Jerry Farrier COUNCILMEMBERS ABSENT: Councllmembers W. Ralph Evans and Mike O'Brien. CITY STAFF PRESENT: Curtis E. Hawk, City Manager; Billy Campbell, Director of Public Safety; Don Wilson, Fire Chief; Lou Ann Heath, Director of Finance, Malcolm Jackson, Police Captain; and Sandra L. LeGrand, City Secretary. The Special City Council meeting was called to order by Mayor Gary Fickes at 7:30 p.m. Aqenda Item #2~ Public Hearinq: Proposed FY 91-92 Annual Budget Charles Broadaway, 600 Bentwood, Southlake. Mr. Broadaway feels the City should stop increasing taxes and start decreasing taxes. People are not elected to increase taxes but to manager the affairs of the City. He feels this cannot continue. He asked Council to keep the tax rate more stable. He noted he read the street budget is decreasing by 12% and the over all budget is increasing by 9% and he does not understand this. Councilmember Sally. Hall responded to his comments. Public hearing closed. Agenda Item #3~ Public Hearing: Tax Rate Charles Broadaway, 600 Bentwood, SoUthlake, Texas. Mr. Broadaway asked Councilmembers how they arrive at a tax rate. Public hearing closed. Agenda Item #4~ Resolution No. 91-41, Payinq Agreement Agent/Reqistrar Resolution No. 91-41, approving and authorizing the execution of a "Paying Agent/Registrar Agreement" in relation to the "City of Southlake, Texas Certificates of Obligation, Series, 1991," and resolving other matters incident and related thereto. Lou Ann Heath w~ll go over the various departments. that tonight the Finance amended numbers in the A discussion was held in regard to the curb and gutter project along F.M. 1709. Mayor Fickes requested Councilmember Jerry Farrier attend a meeting with Billy Hardie at the State Highway Department in regard to estimates for bids for curb and gutter on F.M. 1709. Farrier suggested Joe Wright and others with more knowledge in this area also be present for the meeting. Particular attention was given to the following: Animal Control budget was increased by $12,000; Public Safety Coordinator to be hired in January, which will reduce salary and benefits for three (3) months; Library Books cut from $10,000 to $5,000; Building renovation was reduced from 25 to 20 thousand dollars; Add $1,000 for GRACE; Reduce Records Management by $1,000.; Reduce Election expenses by $1,000; Reduce Awards, Dues, Tuition, and Travel in the City Secretary/Mayor/City Council budget; delete one vehicle and three video cameras from the Police Department budget. Mayor Fickes indicated he will attend a meeting with the Roanoke Animal Control group and report to Council on September 3. Betty Springer reported on the Southlake Economic Development Council. She reviewed the current year expenses as well as the Budget for FY 91-92. A copy of the information presented is hereby incorporated into the minutes. Mayor Fickes reviewed the recommended changes presented to him by Councilmember Mike O'Brien.
