The Work Session was called to order at 6:30 p.m. to discuss the
agenda items scheduled for tonight's meeting.
Mayor Gary Fickes called the Regular City Council meeting to order
at 7:25 p.m.
Aqenda Item #1-B~ Executive Session
Mayor Fickes hereby advised the audience that Council would be
going into executive session pursuant to Sections 2 (e) 2(f) 2(g)
2(j) of the Open Meetings Act, to seek the advice of our City
Attorney with respect to pending and contemplated litigations, to
discuss the purchase, exchange, lease or sale of real property, and
to consider the appointment and evaluation of public officials and
regarding the deployment of specific occasions for implementation,
of security personnel or devices. Council adjourned into executive
session at 7:28 p.m.
Council returned to Open Session at 7:45 p.m.

Agenda Item #3~ Mayor's Report
Mayor Flckes reported that on June 25, 1992, the State Department
of Highways and Public Transportation will be meeting and are to
consider acceptance of our proposal of $1,000,000. for funding of
the F.M. 1709 Reconstruction/Curb and Gutter Project. If accepted,
the bids are to be let in July, and construction should start in
September.
The Mayor announced that the Planning and Zoning Commission will be
starting the review of the Land Use Plan for the City. Ail
interested persons are urged to attend.
Proclamations were pre~ented by Mayor Fickes, assisted by
Councilmember Stephen Apple. Two Foreign Exchange Students from
the American Field Service (AFS) program, each have spend one (1)
year in Southlake, learning about America.. Osmo Hakosalo from
Finland and his host parents, Mr. and Mrs. Roy Johnson, were
present, where Hakosalo accepted a proclamation, along with Kaori
Naoi from Japan, and her host parents, Mr. and Mrs. Hartman.
Agenda Item #4, City Manaqer's Report
Curtis Hawk, City Manager, noted the Department Reports are in the
packets. The Directors and he will be glad to answer questions,
should Council have them.
Hawk also noted the Sales Tax Report shows Southlake is about 12%
ahead of gross receipts from last year.
Agenda Item #5~ Consent Agenda
The Consent Agenda consisted of the following item:
5-A Arson Task Force Interlocal Assistance Agreement
between the City of Southlake and area cities.

Fickes
Director of Public Safety, Billy Campbell explained that
currently Southlake is a member of the Tarrant County
Arson Task Force and approval was needed in an update of
the existing Interlocal Agreement. This allows Southlake
to request aid in investigations of any major arson case
within our city without further expenditure of funds.

Aqenda Item #6r Public Forum
Barbara Adkins, 1345 Forest Lane, Southlake. Mrs. Adkins thanked
the City Council for having the public forum, allowing citizens to
speak about whatever they wish. She thanked Mike Barnes for
meeting with her and Sally Hall in regard to native trees on
Peytonville Avenue. She asked that Council please not wait any
longer to adopt a Tree Preservation Program. The trees cannot
exist with heavy abuse.
Sally Hall, 1609 Mockingbird, Southlake. Mrs. Hall stated she is
here to speak on behalf of at least twenty (20) citizens and the
Keep Southlake Beautiful committee. She informed Council that Keep
Southlake Beautiful committee met last evening and voted to support
the Tree ~reservation ordihance. Hall gave some history of the
ordinance in the past, adding, the residents of Jellico Estates
showed great concern. She asked Councilmember Jerry Farrier to
assist in getting this ordinance on the Council agenda as soon as
possible. She suggested a committee be formed to review the trees
in the right of ways in Southlake prior to the trees being removed.
Mayor Fickes stated the ordinance would be on the next
meeting agenda as a discussion item.

Agenda Item #7-Ar Ordinance No. 480-69~ 2nd readinq. (ZA 92-16).
Ordinance No. 480-69, 2nd reading, is a zoning change request for
2.47 acres out of the Francis Throop Survey, Abstract No. 1511,
Tracts lS, 1T, ltl, and 1U. Current zoning is "AG" Agricultural,
with a request for "SF-1A" Single Family-lA Residential. Owner:
Unique Incorporated, Barbara Bone, President; and applicant: James
M. and Linda Tompkins.
Karen Gandy noted this property falls in a low density area. She
sent twelve (12) notices to property owners within 200' and has
received two (2) written responses. Mrs Cox on Creekside Drive and
Mable Cate, East Dove Road. Both are in favor of the request.
On May 21, 1992, the Planning and Zoning Commission recommended
approved by a 5-0 vote. On June 2, 1992, the City Council approved
the 1st reading of the ordinance, approving the action.
The Public Hearing resulted with no comments from the audience.

Aqenda Item #7-C~ Ordinance No. 480-G~ 2nd readinq. Revisions to
Zoninq Ordinance.
Ordinance No. 480-G, represents revisions to the Zoning Ordinance
No. 480, Section 29, "MH" Manufactured Housing District and Section
34.1 (e), "Accessory Uses", adding the "MH" District to the
permitted districts for "Private residential garages, carports, and
unrelated storage buildings and greenhouses accessory to permitted
residential uses."
The Zoning Administrator explained the changes being proposed in
this ordinance revision. The City Council approved the 1st reading
on June 2, 1992, with a 5-2 vote.
Public Hearing:
Peter Sporrer, 1214 Woodsey Court, Southlake. Mr. Sporrer
suggested carports should be designated as to location and they
should be the same color as the home on a particular property.

Mayor Fickes commented that the ordinance allows these
uses in all other residential districts, and now we are
'allowing them in'the "MH" district.
Agenda Item #8-A~ Ordinance No. 480-70~ 1st reading. (ZA 92-20)
Ordinance No. 480-70, is a zoning change request for Block 1, Lot
2, Jackson Addition, being more commonly known as 1991 E. Highland
Street. Current zoning is "AG" Agricultural, requested zoning is
"SF-1A" Single Family-lA Residential. Owner: Roger D. Hardin.
Karen Gandy, Zoning Administrator, noted this property was plated
in 1985 as a "gift of love" and is shown on the Land Use Plan as
Mixed Use. Fourteen (14) notices were sent to property owners
within 200' and she received a response from George Sutton, 2002 E.
Highland, who stated he was in favor of this request.
On June 4, 1992, the Planning and Zoning Commission recommended
this request be approved, by a 6-0 vote.
Mr. Roger Hardin was present for the meeting. It was noted that a
22' dedication was given when the plat was approved in 1985.

situation in the John Chlldress Survey, Abstract No. 254, and the
R.D. Price Survey, Abstract No. 1207. Current zoning is "AG"
Agricultural and "SF-1A" Single Family-IA Residential with a
request for "SF-1A" Residential. Owner: David W. George.
Karen Gandy, Zoning Administrator, noted eight (8) notices were
sent to property owners within 200' and to date she received one
response, from J.D. Jones Estates, Betty Foremen executrix.
On June 4, 1992, the Planning and Zoning Commission recommended
approval with a 6-0 vote.
Mr. David George was present for the meeting, however, had no
comments.

Abstract No. 254, and the R.D. Price Survey, Abstract No. 1207.
Owner: David W. George.
The Zoning Administrator noted on June 4, 1992, the Planning and
Zoning Commission recommended approval of the Plat Showing subject
to the staff summary review letter dated May 29, 1992.
Mayor Pro Tem Wilhelm commented in regard to the utility easement
on the property and whether or not the owner would prefer it be
shown as a combination utility/access easement.
Councilmember Farrier referenced the access easement in regard to
fire protection.

Aqenda Item #8-Df ZA 92-17 Concept Plan: North Davis Business Pk.
ZA 92-17~ Concept Plan approval for an office/warehouse on Block B,
Lot 1R, North Davis Business Park, being 0.75 acres out of the T.J.
Thompson Survey, Abstract No. 1502. Current zoning is "I-l" Light
Industrial. Owner: Clarence Kidd and applicant is Curtis Kidwell.
Karen Gandy, Zoning Administrator, stated this is a request for a
concept plan, a requirement of the zoning ordinance prior to a
building permit being issued. She stated six (6) notices were sent
to property owners within 200' and to date one (1) response has
been received from Mercantile Bank in Fort Worth, in favor on the
request. The Land Use Plan indicates industrial uses.
Gandy stated the third review letter, dated June 12, 1992, is in
the packets.
Curtis Kidwell, 3735 Thompson Road, Keller. Mr. Kidwell asked
council to consider several items: 1) abandonment of buffer on
the east property line; 2) in regard to parking, they relocated
the building and reduced the parking spaces to twenty-two (22)
spaces, from twenty-five (25) spaces. This would widen the parking
area for parallel parking. This plan has more green space than the
first plan.
Mayor Fickes had questions in regard to a septic system being
effective on this size property. Kidwell assured them, a septic
system would work properly. Councilmember Farrier stated this is
an issue determined by the number of employees, not bathrooms.
Greg Last, City Planner, stated a Certificate of Occupancy will be
issued for each new tenant in the building. Last also noted the
dumpster will be screened on all four (4) sides.

Councilmember Franks asked Staff if the concept plan on the board
meet all ordinances? Greg Last replied, parking and buffer do not
meet all the requirements.
Councilmember Franks stated he has a problem sending a
..man back four (4.) times, when he is trying to do what
is suggested by the City.

Aqenda Item #9-At Resolution No. 92-26~ Communications Aqreement
Resolution No. 92-26, authorizing the City Manager to execute an
Inter-Agency Communications Agreement with the City of Fort Worth
was discussed.
Director of Public Safety, Billy Campbell explained the agreement
and presented the factors, stating the FY91-92 Budget was earmarked
for $78,000 for the update on the 800 mhz sYStem being presented.
This system is to serve the Fire Services Division immediately, and
eventually include Police Services and Public Works.
The total equipment purchase will be $57,385. The installation of
this equipment should be approximately $3,825. Maintenance on the
system can be gained from the Fort Worth maintenance shop or
directly through Motorola at the same cost per radio. Based on 28
radios, our cost would be $2,352. These maintenance monies would
not be budgeted until the 1993-94 budget. This is an annual
recurring cost which is based on the number of radios.

Aqenda Item #9-At Continued
The City of Fort Worth has pro-rated their infrastructure
maintenance, which includes the tower and all systems related to
800 mhz; other than the City's individual purchases. Depending on
the total number of radios system wide, the worse case scenario
would be $4,200 a year. The City of Southlake, would require 60
tower or radio slots. Fort Worth will pro-rate this cost to the
cities.
Director Campbell again, expressed, this resolution shows the
cities intent and is not an obligation of any funds.

Aqenda Item #10-Ad Developers Aqreement for Phase Vd Arvida
The Developers Agreement for Phase V, SouthRidge Lakes Addition was
discussed. Michael Barnes, Director of Public Works stated the
only other issue in the Developers Agreement is the Park Dedication
Fee item. The developer is requesting 50% credit, as per the
ordinance, due to the amenities that they have installed. Barnes
noted the value of improvements is $1.5 million.

SouthRidge Lakes.

Aqenda Item #10-Bd Award of Bid for Fire Bay Improvements
Billy Campbell, Director of Public Safety explained the bid process
which the City following in seeking bids for Fire Bay Improvements
as per FY 1991-92 Budget. Campbell stated this is the second time
that bids were accepted, and only one bid was received, out of
fifteen prospective bidders. The bids were specked in several
alternatives.

Agenda Item #10-C~ Permission to Advertise for Bids: Street
Reconstruction
The Director of Public Works, Michael Barnes expressed that during
the May 19 City Council meeting, staff discussed with Council the
designing of street sections and soils testing for Post Oak Trail
and Cypress Creek. Council directed staff to proceed with he soils
testing and report to the Council their results.
The City Manager, Curtis Hawk reported the results of the soils
test is completed and staff presented several project descriptions:
1)
Reconstruction of Peytonville Road, west side
of the new high school $20,000.
2)
Underground pipe culvert paralleling west
of the new high school $35,000.
3)
Reconstruction of Post Oak Trail (6" asphalt,
6" stabilized subgrade) $90,000.
4)
Reconstruction of Cypress Creek (6" asphalt,
6" stabilized subgrade) $30,000.
The City Manager noted the budget amount
$101,000; the Perimeter Street fund is

Staff suggested Jellico Circle be done in the next Fiscal year.
John Balcar, 140 Jellico Circle, Southlake. Mr. Balcur asked how
can money get budgeted next year for Jellico? What can the
subdivision residents do to insure the road gets resurfaced next
year.
Jim Burkley, 122 Jellico Circle, Southlake. Mr. Burkley stated he
appreciates the concerns of Council. They want to know what they
can do to insure road and drainage will be taken care of.

Reconstru~tion of Streets.

Aqenda Item #10-D~ Council Procedures
Curtis Hawk stated that during the Council Retreat, Councilmember
O'Brien presented several alternatives to City Council to consider
as ways to improve the flow of information, etc., at the City
Council.
Councilmember Mike O'Brien led the discussion in regard to the list
of suggested Council procedures. He noted the use of Council sign
in cards; receiving packets on Thursday. He stated he did not mind
picking up his packets, and perhaps other Council me~ber may also
wish to pick up their packets, thus saving a trip for our Police
Officers.
Mayor Fickes suggested the City staff go through the list, making a
determination of which items will require ordinance changes and
bring these items back to Council. Also, Council may wish to
abolish Ordinance No. 308 and Ordinance No. 308-A, in regard to
Council Procedures.
