Carroll Avenue REGULAR CITY COUNCIL MEETING March 17, 1992 7:00 p.m. MINUTES COUNCILMEMBERS PRESENT: Mayor Pro Tem Rick Wilhelm, Barry Emerson, Jerry Farrier, and W. Ralph Evans. COUNCILMEMBERS ABSENT: O'Brien. Mayor Gary Fickes and Councilmember Mike CITY STAFF PRESENT: Curtis Hawk, City Manager; Billy Campbell, Director of Public Safety; Chris Terry, Assistant to the City Manager; Wayne Olson, City Attorney, and Sandra L. LeGrand, City Secretary. INVOCATION: Councllmember' W. Ralph Evans. The Work Session was called to order at 6:30 p.m. for the purpose of discussing the agenda for tonight's meeting. Mayor Pro Tem Rick Wilhelm called the Regular City Council meeting to order at 7:15 p.m., in the absence of Mayor Fickes. Agenda Item #i-B~ and #i-C~ Executive Session and Action Necessary Mayor Pro Tem Wilhelm announced that Council would not be going into Executive Session during this meeting. Aqenda Item #2~ Approval of Minutes The Minutes of the Regular City Council meeting 1992, were approved as modified in work session. Motion: Farrier Second: Emerson Ayes: Farrier, Emerson, Evans, Wilhelm Nays: None Approved: 4-0 vote held on March 3, Agenda Item #3, Mayor's Report Mayor Pro Tem Rick Wilhelm read into the record, a letter of resignation from Councilmember Place 4, Sally Hall, stating she was resigning from Council to file for a place on the Carroll Independent School District, School Board. The letter dated March 13, 1992, was to be effective immediately. The letter is incorporated into the minutes of this meeting. City Council Meeting Minutes March 17, 1992 page two Agenda Item #4, City Manager's. Report The City Manager, Curtis Hawk reported that the Road Improvements Task Force will be meeting on April 14, 1992 and April 28, 1992, in Public. Forums, for the purpose of forwarding information to citizens in regard to the Bond Election which will take place on May 2, 1992. Mr. Hawk provided information to Council in regard to the incident which occurred in West Beach Addition, while water workers were making connections to customers in that area. The incident occurred on March 16, 1992. Agenda Item %5~ Consent Agenda 5-A. Request fo~ excuse of absence of meetings of a P&Z member. two consecutive Motion was made to approve the Consent Agenda consisting of 5-A, as presented. Motion: Emerson Second: Farrier Ayes: Emerson, Farrier, Evans, Wilhelm Nays: None Approved: 4-0 vote item It was noted that Planning and Zoning Commission member, Larry Samartin is currently working out of state, therefore, expecting to miss two consecutive meetings of P&Z, as approved in Item #5-A. Agenda Item #7-A~ Ordinance No. 555~ Tri-County Rate Increase The City Manager, Curtis Hawk stated on December 3, 1991, City Council suspended for 90 days, action on the proposed Tri-County Electric Cooperative rate change request. The rate change was scheduled to go into effect on January 1, 1992. The 90 day suspension delayed the change until April 1, 1992. The State law provides for the suspension period to allow cities time to study the requested increase. The law also required the City to hold a public hearing on the request. The public hearing was held on March 3, 1992. Council approved the rate change on first reading of Ordinance No. 555, on March 3, 1992. The public hearing resulted with no comments from the audience. City Council Meeting Minutes March 17, 1992 page three Aqenda Item #7-A~ Continued Motion was made to approve 2nd reading of Ordinance County Rate Increase. Motion: Emerson Second: Farrier No. 555, Tri- Mayor Pro Tem Wilhelm read the caption of Ordinance No. 555. Ayes: Emerson, Farrier, Evans, Nays: None Approved: 4-0 vote. Wilhelm Aqenda Item #9-A, Resolution No. 92-09~ Motion was made to table Resolution No. 92-09, Park and Recreation Board, time certain April 7, Motion: Farrier Second: Emerson Ayes: Farrier, Emerson, Evans, Wilhelm Nays: None Approved: 4-0 vote (to table) Appointment to Parks appointment to the 1992. Aqenda Item #10-A~ Consider: Tina Harvey, Adverture Camp The City Manager stated Tina Harvey of Adventure Club in Grapevine has made a proposal to the City of Southlake to coordinate a summer camp and additional recreational programs for the citizens of Southlake this summer and fall. The summer camp will be called "Adventure Camp" and will be held from 7:30 a.m. to 6:00 p.m., June 15-19 at the Bicentennial Park Lodge or the newly acquired community building if the new facility is ready for use by June 15. The Adventure Camp proved to be popular last year, with the area children. The camp is geared for children ages 6 to 12. The Southlake Park and Recreation Board recommended approval of the Adventure Camp proposal at their March 9, 1992 meeting. The agreement contains a provision granting 5% of profits derived from the camp to go to the City of Southlake. In addition to the camp proposal, Ms. Harvey has included a Phase II, which will include plans that initially call for a Baby-sitting Class and a Kids-N-Motion program to be held in late summer or fall of 1992. This portion will be brought before the City Council once details have been worked out. At this time, only Phase I is before the City Council for approval. City Council Meeting Minutes March 17, 1992 page four Agenda Item #10-A~ Continued The agreement was discussed by City Council with the following changes suggested by the City Attorney: the agreement amended to state "contract" employees, not salaried employees; change the signature line on the agreement; spell out the terms of the agreement; and state, "her employees are her responsibility." Tina Harvey was present to answer questions for Council. Motion was made to approve the agreement between Tina Harvey and the City of Southlake for Adventure Camp, with the suggested changes noted above.
