EXECUTUVE
SUMMARY: Staff requests consideration of an amendment to the Mobility and Master
Thoroughfare Plan to revise the alignment of S. Village Center Drive generally
extending from E. Southlake Blvd. (FM 1709) to S. Nolen Drive.
REQUEST
DETAILS: This proposed amendment to the city’s Mobility and Master Thoroughfare Plan would
modify the alignment of S. Village Center Drive generally extending from Southlake
Blvd. to S. Nolen Drive. The purpose for this amendment is to recommend an
alternative alignment to retain the current LOS C at the intersection of E. Southlake
Blvd. (FM 1709) and S. Kimball Ave. and improve safety around and access to the
school property at the southwest corner of S. Village Center Drive and S. Kimball Ave.

BACKGROUND INFORMATION
SOUTHLAKE
2025 PLAN: The City of Southlake’s current Mobility and Master Thoroughfare Plan was adopted
in 2005 as a part of the Southlake 2025 Plan. Minor revisions have since been made
to address areas of importance as the city continues to develop. Generally, this plan
is used to guide the city’s transportation system improvements, including existing and
planned extensions of city streets and highways. A primary objective of the
thoroughfare plan is to ensure the reservation of adequate right-of-way on appropriate
alignments and of sufficient width to serve existing and future transportation needs.
The adopted plan recommends that Village Center Drive extend south and east from
Southlake Blvd. to S. Nolen Drive. It is currently shown as a two-lane undivided
collector with a 60 foot right-of-way, with an alignment as follows: from the intersection
of Village Center Drive and Southlake Blvd. (FM 1709) south, then east around
Gateway Church, continue east on the south side of the Greenway and Quicksall
properties, create a signalized intersection with Kimball Avenue, then continue east to
“T” into Nolen Drive.
The map below indicates the S. Village Center Drive alignment as included in the
Southlake 2025 Plan:

ALTERNATIVE
ALIGNMENT: The primary purpose of the Village Center Dr. extension is to provide improved and
safer circulation for the CISD property and the undeveloped parcels in the vicinity. A
positive side effect of the improved circulation is that it will alleviate some of the
further congestion anticipated at the intersection of Kimball Ave. and Southlake Blvd.
The development of nearby parcels will deteriorate the operation of the Kimball Ave.
signal to a forecasted level of service (LOS) D. The extension of Village Center Dr.
will alleviate the congestion caused by this development and return this signal’s level
of service back to LOS C.
Alternative alignments for the S. Village Center Drive have been evaluated, shown
below as 1N, 1S, 2N, and 2S. The proposed amendment would recommend an
alternative alignment for the extension of S. Village Center Drive, while retaining a
similar course, cross-section, and description.
1S/2S most closely represent the current adopted alignment.
1N offers an alternative alignment to shift the western segment of the right-of-
way further north to increase the separation from the Woodland Heights
neighborhood and allow for additional frontage along S. Village Center Drive,
in the event that the Gateway Church property were to be redeveloped. This
alignment, however, divides the parking facilities available for the Gateway
Church property and limits the developable use of the southwest corner of the
Greenway property.
2N moves the thoroughfare more than 100 feet away from the northern edge
of the school building, while the current alignment, or 2S, positions the ROW
45 feet from the existing school building. 2N also provides a simpler and more
efficient geometry for the ROW, a straight line. This alignment would run
parallel to the CISD north entrance driveway causing the closure of the
existing driveway and a shift of the median opening on Kimball to the north.

Drive.
1S/2N is the recommended alternative alignment as it provides a continuous path,
minimizing negative impacts on future development potential in the area and providing
for a safe distance from adjacent school facilities.
The following design considerations are recommended for the revised extension of S.
Village Center Drive:
Design as a local roadway with a speed limit not to exceed 25 mph
Approximately 35 foot roadway with the possibility of parallel parking on one or
both sides along portions of the roadway or an approximately 27 foot – 30 foot
roadway without parallel parking
“Urban” cross-section which includes curb gutters, street and sidewalks
Traffic calming measures shall be implemented along the portion of the roadway
on or adjacent to the residential and CISD properties.
Intersection improvements should be considered at the following locations: 1) the
two-way intersection located at the southwest corner of the Gateway Church
property; and 2) the four-way intersection located at the corner of the
Greenway/Quicksall/CISD properties.
The north/south portion of the roadway along the Greenway/Quicksall property
line should be aligned with constructed access point currently located along the
common boundary of the Greenway/Kimball Crossing and Quicksall properties.
This access point shall be designed with two lanes, connecting to the full access
median opening on E. Southlake Blvd.
Pedestrian crossing near the school should be provided.
The northern boundary of the CISD property should be fenced to minimize
vehicle/pedestrian conflict.
Any office/retail uses constructed in the southern portion of the Gateway Church
property should front onto Village Center Dr. with parking in the rear when
possible.
CITIZEN INPUT/
BOARD REVIEW: A city-wide SPIN Meeting was held on November 5, 2012. A summary of comments
received at the SPIN meeting are attached.
P&Z COMMISSION: January 3, 2013; Approved (5-0) subject to Staff Report dated December 27, 2012
and Staff’s recommendation of 1S/2N alternative alignment as it provides a
continuous path, minimizing negative impacts on future development potential in the

EXECUTIVE SUMMARY
Details of Presentation
The City of Southlake is considering an amendment of the Master Thoroughfare Plan for the
proposed future South Village Center between Southlake Boulevard and Nolen Drive.
S. Village Center is intended to serve as a local collector to reduce congestion on F.M.1709, while
providing residents easier access to businesses and schools.
Two alignments have been considered and the recommended alignment is “1S” and “2N.” This
alignment extends along the southern side of Gateway Church and shifts slightly north approaching
CISD property, as shown below.

QUESTIONS / CONCERNS
The owners of the Quicksall and Greenway tracts do not like the “1N” alignment because it would clip
the southwest corner of the property. We do not want to be used as a cut through property or end up
with a dead end road.
o We would work with Gateway Church to explore opportunities for continuing the
development of the road on or along their property. We may be able to use eminent
domain to acquire the needed right-of-way, but that is generally undesirable. It would be
important to complete the road through to Kimball. Council would likely consider funding a
gap here as a critical connection, and pay to put in the missing segment of the road. The
“1N” proposal was included to provide an option with additional separation from Woodland
Heights.
What is the land area of the triangle created by the “1N” segment at the southwest corner? Would
that area become unusable?
o About a half-acre, and that property would not be appropriate for development but could be
used for open space, a landscaped buffer or pocket park. Under the “1N” scenario, we would
work with the property owner during the development process to help determine the best use
for that portion of the property.
Would a traffic signal be installed at the intersection of Village Center and Kimball?
o We will be studying these new intersections to determine where/whether a signal would be
appropriate. We don’t want to encourage cut-through traffic, but we do want to allow for
adequate stacking, and relieve congestion along Kimball near the schools. As we conduct the
study, we may find that a stop sign would work better to achieve these goals.
Will there be a future connection between Kroger and Staples shopping centers?
o There is consideration for a bridge as a part of the Woodland Heights Connector project, the
city would consider a box culvert to allow for an easier connection, but the property owners
have not yet agreed.

ORDINANCE NO. 1056
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE,
TEXAS, FOR AMENDMENT TO THE ADOPTED MOBILITY AND MASTER
THOROUGHFARE PLAN MAP TO INDICATE THE GENERAL ALIGNMENT OF
SOUTH VILLAGE CENTER DRIVE GENERALLY EXTENDING FROM EAST
SOUTHLAKE BOULEVARD (FM 1709) to SOUTH NOLEN DRIVE AND TO
BECOME EFFECTIVE UPON ITS PASSAGE AND APPROVAL..
WHEREAS, the City of Southlake, Texas is a home rule city acting under its charter adopted by the
electorate pursuant to Article XI, Section 5 of the Texas Constitution and Chapter 9 of the Local
Government Code; and
WHEREAS, Section 11.06 of the Southlake City Charter provides for the adoption and updating of a
Comprehensive Master Plan and its components, including the Master Thoroughfare Plan; and,
WHEREAS, the Planning and Zoning Commission has forwarded a recommendation for an amendment
to the Master Thoroughfare Plan.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE,
TEXAS:
SECTION 1
Pursuant to Section 11.06 of the Southlake City Charter, the Comprehensive Master Plan, of which the
Master Thoroughfare Plan is a component, may be submitted in whole or in part from time to time to the
Council for their adoption, accompanied by a recommendation by the Planning and Zoning Commission,
and shall contain a planning consideration for a period of at least ten (10) years. The proposed
amendments to the Master Thoroughfare Plan, noted by graphical depiction in Exhibit "A" and attached
hereto, is hereby approved.
SECTION 2
The different elements of the Comprehensive Master Plan, as adopted and amended by the City
Council from time to time, shall be kept on file in the office of the City Secretary of the City of Southlake,
along with a copy of the minute order of the Council so adopting or approving same. Any existing element

of the Comprehensive Master Plan which has been heretofore adopted by the City Council shall remain in
full force and effect until amended by the City Council as provided herein.
SECTION 3
This ordinance shall become effective on the date of approval by the City Council.
