Subject: Resolution No. 13-003, Approving the Appointment of
Assistant City Managers and Department Heads
Action
Requested: City Council approval of Resolution No. 13-003
Background
Information: Section 4.15 of the Charter states that the City Manager "shall
designate ... a qualified administrative officer of the City to
perform the duties of the City Manager in her/her absence or
disability. Such designation shall be subject to approval of the
Council." In addition, Section 4.01 of the Charter of the City of
Southlake provides that "the head of each department ... shall be
appointed by the City Manager subject to the approval of the
Council."
Resolution 13-003 will provide formal approval from the City
Council for the appointment of Ben Thatcher and Alison Ortowski
as Assistant City Managers. Mr. Thatcher was previously
approved for this role and Ms. Ortowski is replacing Jim Blagg,
who retired January 31, 2013. Attached you will find Ms.
Ortowski's biography, which includes her qualifications and
honors. In addition, the resolution will approve the designation of
Mr. Thatcher and Ms. Ortowski as Acting City Managers in the
absence of the City Manager.
This resolution also includes a formal appointment for each
department head. It is important to note that each of these
individuals' appointments were previously approved by the City
Council and that this action solely updates position titles to match
those in Ordinance No. 1053. Department Head appointments
are as follows:

RESOLUTION NO. 13-003
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SOUTHLAKE, TEXAS, APPROVING THE
APPOINTMENT OF ASSISTANT CITY MANAGERS AND
DEPARTMENT HEADS, AND PROVIDING FOR AN
EFFECTIVE DATE UPON PASSAGE AND APPROVAL.
WHEREAS, the City Charter provides that the City Manager shall designate, by
letter filed with the City Secretary, a qualified administrative officer of the City to perform
the duties of the City Manager in his/her absence or disability; and
WHEREAS, the City Charter further provides that the City Manager's designation
shall be subject to the approval of the City Council; and
WHEREAS, the City Charger provides that the City Manager appoints, suspends
and/or removes all or any one of the heads of departments.
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, THAT:
Section 1. All the findings in the preamble are found to be true and correct and the
City Council does hereby incorporate said findings into the body of this resolution as if
copied in their entirety.
Section 2. The City Council approves the City Manager's appointment of Ben
Thatcher and Alison Ortowski as Assistant City Managers.
Section 3. The City Council approves the City Manager's designation of Ben
Thatcher and Alison Ortowski as Acting City Managers to perform the duties of the City
Manager in the event of her absence or disability.
Section 4. The City Council approves the City Manager's appointment of the
following department heads:
Director of Public Works, Robert Price
Chief Financial Officer, Sharen Jackson
Senior Director of Planning and Development Services, Ken Baker
Director of Community Services, Chris Tribble
Director of Economic Development and Tourism, Greg Last
Director of Information Technology, Dale Dean

Section 5. That this resolution is in effect upon passage by the City Council.
