Item 40 Resolution No. 13-003, Approving the appointment of Assistant City Managers and Department Heads. The purpose of this item is to request City Council approval of Resolution No. 13- 003, approving the appointment of assistant city managers and department heads. Section 4.01 of the Southlake City Charter provides "the head of each department ... shall be appointed by the City Manager subject to the approval of the Council." Section 4.15 states that the City Manager "shall designate ... a qualified administrative officer of the City to perform the duties of the City Manager in her/her absence or disability. Such designation shall be subject to approval of the Council." M1liUgel Stab Resolution 13-003 will provide formal approval from the City Council for the appointment of Ben Thatcher and Alison Ortowski as Assistant City Managers. Mr. Thatcher was previously appointed by the City Manager and approved by City Council for this role. Ms. Ortowski is a new appointment and is replacing Jim Blagg, who retired January 31, 2013. 5 Alison Ortowski • City of Southlake Career: — Assistant City Manager, 2007 — 2013 — SPIN's staff liaison — Interim Director of Community Services • Experience: — Downtown Project Coordinator, City of Denton, 2003 — 2007 — Main Street Director, City of Gatesville, 2000 — 2003 • Education: — Masters of Public Administration, UNT — Bachelor of Arts in English, UT Ms. Ortowoski has worked for the City of Southlake since 2007. During her tenure at Southlake, Ms. Ortowski has been responsible for the coordination and implementation of many important cross -departmental projects that include the 2009 and 2011 Citizen Satisfaction Surveys and the FY 2009, 2010, 2011, 2012 and 2013 budgets. She is the City's staff liaison to the SPIN Standing Committee, has served as the Interim Director of Community Services, and has played an integral role in the development and management of the City's strategic management system. Year by year these assignments have helped push the City to new heights of achievement including a two Triple A bond ratings, multiple budget awards and a renewed emphasis of delivering results from our Citizens Survey to our customers. These few highlights underscore Alison's significant talents and resourcefidness. Ms. Ortowski's past experience includes time at the City of Gatesville, Texas as the Main Street Director and at the City of Denton as Main Street Program Assistant and also as the Downtown Project Coordinator. Ms. Ortowski received a Masters of Public Administration from the University of North Texas, where she graduated with a 4.0 GPA and a Bachelor of Arts in English from the University of Texas. A Resolution No. 13-003 Designates Department Heads: — Director of Public Works, Robert Price — Chief Financial Officer, Sharen Jackson — Senior Director of Planning and Development Services, Ken Baker — Director of Community Services, Chris Tribble — Director of Economic Development and Tourism, Greg Last — Director of Information Technology, Dale Dean — Director of Human Resources, Stacey Black — Police Chief, Stephen Mylett — Fire Chief, Michael Starr This resolution also includes a formal appointment for each department head. It is important to note that each of these individuals' appointments were previously approved by the City Council and that this action solely updates position titles to match those in Ordinance No. 1053. Department Head appointments are listed in the resolution as follows: 7 Financial Considerations There is no financial impact the FY 2013 operating budget.
