Price, P.E., Director of Public Works Subject: Approve contract with Weatherproofing Technologies, Inc. for Phase 3 waterproofing the exterior of Town Hall in the amount of $111,694 Action Requested: Approve contract with Weatherproofing Technologies, Inc. for Phase 3 waterproofing the exterior of Town Hall in the amount of $111,694 Background Information: Since the construction of the Town Hall building in 1999 very little maintenance to the exterior of the building has taken place prior to this initiative. Because, rain events of varying intensities have caused water damage to interior ceilings and walls on all sides of the building, the first phase of this project was initiated in fiscal year 2011. The leaks are primarily due to crevices that have developed around the window frames and joints between the brick and masonry stones. Much of the original sealant and grout has hardened and is no longer an effective water barrier. The products available today are superior to those used in the original construction and should withstand exposure to the elements and provide greater flexibility and resistance to thermal expansion. During fiscal year 2011 and 2012, the first two phases of the weatherproofing project addressed the north and south elevations of the building including the steps and handrails. Phase 3 of the waterproofing project will address the same issues on the east and west sides of the building completing the project. In order to complete this work, scaffolding may have to be set up on the east and west sides of the building in order to reach many of the problem areas which need to be addressed. The work is planned to begin in March and will take six to eight weeks to complete. Phase three of the project will cost $111,694. The City of Southlake is eligible to award this project to Weatherproofing Technologies, Inc. through the Texas Cooperative Purchasing Network (RFP# R5101). Financial Considerations: Funding for this project is available from the Facilities Infrastructure Maintenance Fund in the amount of $114,000. Strategic Link: The award of this service contract links to the city strategy map relative to the focus area of Infrastructure. The specific corporate objective is investing to provide high quality public assets. I am providing you with a cost proposal for the following scope of work. This proposal is performed under our TCPN #R5101 contract which complies with the state bid procurement laws and we have invited multiple local subcontractors to bid on various disciplines of the scope of work. Our proposal includes all supervision, labor, materials and equipment for removal, furnishing, and installing of all necessary construction components as needed to complete the following statement of work. Statement of Work: 1. General Conditions: a. Construction shall be limited to the perimeter set forth in the scope of work, for the East and West side elevations. b. Precautions will be taken to protect all existing surfaces to include walls, doors and windows to construction area and building area. c. Detailed Scone of Work: Setup Safety equipment and staging area Window Perimeters (frame to masonrv) - Remove existing sealant - Clean and prepare surface - Apply silicone sealant per manufacturer's specification (approximately 2600 LF) Brick and Precast Stone (includine conina) - Power washes to remove dust, dirt and loose mortar - Tuck point voids and cracks with color blended non -shrinking mortar - Apply silicone sealant where precast stone meets brick (where necessary) (approximately 6000 LF) An " .
