2012-10-29CITY OF SOUTHLAKE SOUTHLAKE ARTS COUNCIL MEETING: October 29, 2012 LOCATION: 1400 Main Street, Southlake, Texas Southlake Town Hall — 4A Southlake Arts Council Members Present: Chair Leslie Bartlett, Vice Chair Carol Knox, Secretary Leslie Ann Walker and Southlake Arts Council members Merlene Ingraham and Terri Messing Southlake Arts Council Members Absent: Jesika Cook and Tammy Hashemian Staff Members Present: Jim Blagg, Assistant City Manager/Operations, Deputy Director of Community Services Kerry McGeath and Assistant to the Director of Community Services Candice Edmondson Others Present: None Agenda Item No. 1 - Call to Order: Chair Bartlett called the meeting to order at 6:00 p.m. Agenda Item No. 2A — Consent: Approval of the minutes from the September 25, 2012 Southlake Arts Council meeting — One misspelling was corrected in the minutes. A motion was made to accept the minutes as amended. Motion: Knox Second: Ingraham Ayes: Bartlett, Ingraham, Knox, Messing and Walker Nays: None Vote: 5-0 Motion Carried. Aaenda Item No. 3A — Consider: Recommendation on a plan for the Public Sculpture Program at McPherson Park — Assistant City Manager Blagg presented the proposed plan, including phasing and financial information. Also mentioned were proposed revisions to the exiting Public Art Policy that the Arts Council may make a recommendation on at a future meeting. The sculpture plan was discussed. The Arts Council favored the overall plan; however, they recommended changing the sequence of the phases to begin with Frank Edgar Cornish, IV Park, then proceed down Federal Way to McPherson Park and up Grand Avenue to Town Hall. A motion was made to recommend City Council approve the Plan with the change to start with Frank Edgar Cornish Park IV. Ingraham, Knox, Messing and Walker Agenda Item 4A was moved up on the agenda and considered next. Agenda Item No. 4A - Discussion: Bas Relief at North Park — Positive comments were made about the bas relief at North Park created by artist Janis Hart. The Arts Council will make a recommendation on the art work to be included in the DPS North Training Facility following a Call for Artist. Arts Council member Messing left the meeting at this time. Aaenda Item No. 3B - Consider: Recommendation on a permit to allow an art gallery reception December 16, 2012 and the Southlake Sister Cities International Youna Artist art exhibit December 16. 2012 throuah January 25, 2013, in the Southlake Town Hall Lobby — Deputy Director McGeath presented the permit from Southlake Sister Cities. The item was discussed. Each of the individual entries was viewed by the Arts Council. Southlake Sister Cities will handle all the programming for the reception and exhibit. Funding of approximately $500 for the event is approved in the Public Art budget. City Council will consider the permit for the reception and exhibit at the November 6, 2012 meeting. A motion was made to recommend that City Council approve the permit from Southlake Sister Cities to allow the reception and art gallery exhibit by Sister Cities International Young Artists in Town Hall lobby as presented. Motion: Walker Second: Knox Ayes: Bartlett, Nays: None Vote: 4-0 Motion carried. Ingraham, Knox and Walker Agenda Item No. 5 - Public Forum: No one was present to address the Arts Council. Assistant City Manager Blagg announced there will not be a Southlake Arts Council meeting in December. The next meeting in January will include a review of the Art Master Plan and prioritizing of Arts Master Plan items/events for 2014 and beyond.
