WORK SESSION: The Work Session began at 6:30 p.m., where
Councilmembers and Staff present were able to review agenda items
for tonight's meeting.
The Regular city Council meeting was called to order by Mayor Pro
Tem Jerry Farrier at 7:00 p.m.
Agenda Item ~I-B, Executive Session
Mayor Pro Tem Farrier advised the audience that Council would be
going into executive session pursuant to Chapter 551 of the Texas
Government Code, Sections 551.071, 551.072, 551.074, 551.076, of
the Open Meetings Act, to seek the advice of the City Attorney with
respect to pending and contemplated litigations, to discuss the
purchase, exchange, lease or sale of real property, and to consider
the appointment and evaluation of public officials, and regarding
the deployment of specific occasions for implementation of security
personnel or devices.
Council adjourned into executive session at 7:03 p.m.
Counoll returned to open session at 7:45 p.m.

Motion was made to authorize the City Staff to make final offers on
property discussed in executive session on South Peytonville
Avenue.

Agenda Item #3, Mayor's Renort
Mayor Pro Tem Farrier presented a Proclamation to Daisy Mae
Jackson, Supervisor of the Telecommunicators for the City of
Southlake. While proclaiming April 10-16, 1994 as National Public
Safety Telecommunications Week in the city of Southlake, County of
Tarrant, and State of Texas, Farrier added, thousands of dedicated
public safety telecommunications personnel daily serve the citizens
of the United States by answering their telephone calls for police,
fire, and emergency medical services and dispatching the
appropriate assistance as quickly as possible.
Agenda Item ~4, City Mana=er's Renort
Curtis Hawk, city Manager, noted the sales tax report for the month
of March shows we are up once again over the same period last year.
Hawk also reported that Tarrant County is ready to start
reconstruction on South Peytonville in July. This will be the only
street project the County will do for us this year.

The consent agenda consists of items ~A and #B as follows:
5-A. Resolution No. 94-13, Quit Claim Deed for the abandonment
of 20' utility easement-Timarron sewer.

Resolution No. 94-14, amending Resolution No. 94-04,
regarding the General Election to be held on May 7, 1994,
extending hours for Early voting.

No discussion was held during the public forum.
Agenda Item ~7-A, Ordinance No. 480-113, 2nd reading (ZA 94-16).
Ordinance No. 480-113, 2nd reading (ZA 94-16), is a rezoning
request for 8.345 acres situated in the Samuel Freeman Survey,
Abstract No. 525, and being a portion of Tract 1 of the W.E.
Mayfield Subdivision. Current zoning is "C-3" General Commercial
and "AG" Agricultural, with a requested zoning of "C-3" General
Commercial District. Owner: Don L. Siratt. Applicant/Agenda:
John Levitt, Levitt, Engineers. Public Hearing.
Karen Gandy, Zoning Administrator, noted eight (8) notices were
sent to property owners within 200' and as of this time, no
responses have been received. The Land Use Plan shows this
property to be "Mixed Use".
The public hearing resulted with no comments from the audience.
Motion was made to approve the 2nd reading of Ordinance No. 480-113
as presented.

~qenda Item ~8-&, Ordinance No. 480-114. 1st readina (ZA 94-14).
Ordinance No. 480-114, 1st reading (ZA 94-14) is a rezoning and
Development Plan request for 8.24 acres situated in the N.E.
Thompson Survey, Abstract No. 1563, of which 31.196 acres is
recorded as Lonesome Dove Estates, Phase I. Current zoning is "AG"
Agricultural District (9.53 acres); and "SF-20A" Single-Family
Residential (72.88 acres); Requested zoning is "R-P.U.D."
Residential Planned Unit Development. Owners: Mary M. Arnold,
Gary Cantrell, Larry D. Parker, Sharon K. Parker, Cindy Atkinson,
and Randy A. Parker. Applicant: Tom M. Matthews, Jr. dba Hat
Creek Development.
Karen Gandy, Zoning Administrator, noted that forty-eight (48)
notices were sent to property owners within 200'. One response was
received in favor, and twenty (20) notices in opposition from
inside the 200' area. Outside the 200' notification area, four (4)
were in favor and eighty-one (81) were opposed. A letter from Park
and Recreation Board Chair, Janet Murphy, was received, thanking
the developer for offering to donate neighborhood parkland in the
northern part of the city.
Mayor Pro Tem Jerry Farrier, noted that 20% of the land area within
200' of the site is opposed to the rezoning request. To approve
the zoning, a super-majority vote of the city Council will be
required. There is not a super-majority of Council present
tonight, therefore, this item cannot be acted on tonight.
Tom Matthews, Jr. developer for the project asked that this item be
tabled tonight, time certain April 5, 1994. Matthews stated he has
met with numerous property owners on this project and he feels he
is making progress.
Councilmember Wambsganss stated there are too many lots on the
property, he would like to see less lots.
Mayor Pro Tem Farrier commented on the small pond on the property
and would be reluctant to look at this as a way to handle the
drainage.
Motion was made to table Ordinance No. 480-114, 1st reading,
certain, April 5, 1994, at the request of the developer.

Agricultural, with a requested zoning of "SF-20A" Single-Family
Residential District. Owner/Applicant: Conn-Anderson, Inc.
Karen Gandy, Zoning Administrator, commented that nineteen (19)
notices were sent to property owners within 200' and one response
has been received, in favor of the request, from Pat Livingston,
1007 and 1009 South Lake Hills Drive. The applicant has met all
the review comments of the first Plan Review Summary dated February
25, 1994, with the exception of those items addressed in the second
Plan Review Summary dated March 11, 1994.
John Levitt, Levitt Engineers, 726 Commerce, Suite 104, Southlake.
Mr. Levitt stated they have no objections with the second Plan
Review Summary, except for Alternate "A". They ask that Council
approve their plan, instead of Alternate "A" noted in the letter.
Mr. Levitt commented they have had discussions
with the homeowners in the area on several
occasions and the homeowners were very strong
in opposition to Alternate "A", but are in
favor of their submittal.

Councilmember Emerson asked the record to
reflect that in the event the people that own
that property on the east side of the easement
want to sell or subdivide their property,
they will have to build the road, and that
City Council looked at that option when
considering Ordinance No. 480-115.

2nd Plan Review Summary dated March 11, 1994, deleting #1.
