Item 9A (2) Department of Planning & Development Services S T A F F R E P O R T January 9, 2013 PROJECT: Lighting Variance, Carroll I.S.D. Baseball and Softball Fields EXECUTIVE SUMMARY: Carroll I.S.D. is requesting a variance to Lighting Ordinance No. 693, as amended, to allow field lighting at the baseball and softball fields at CISD Senior High School on property located at 1501 W. Southlake Blvd. and described as Lot 1, Block 1, Carroll Senior High School Addition, an addition to the City of Southlake, Tarrant County, Texas. REQUEST: Carroll I.S.D. is requesting a variance to Lighting Ordinance No. 693, as amended, to allow field lighting at the baseball and softball fields at the CISD Senior High School. The maximum intensity of any lighting permitted by the lighting ordinance is 20 foot- candles. The maximum permitted horizontal spill-over lighting along residential property lines is 0.2 foot-candles and the maximum permitted vertical spill-over lighting along residential property lines is 0.5 foot-candles. The maximum luminance value permitted to be projected onto adjacent property zoned single-family residential is 0.02. Additionally, the lighting ordinance requires all lighting to be either high pressure sodium lights or neutral or warm correlated color temperature Light Emitting Diode (LED) lights (temperature equal to or less than 4300 degrees Kelvin) or other lights giving a similar soft lighting effect. The proposed field lighting will be a metal halide type light (white). The variances requested are as follows: The variance request is as follows: Lighting Regulation Allowed Maximum Maximum Requested for Requested for Baseball Field Softball Field Intensity 20 foot-candles 60 foot-candles 69 foot-candles Horizontal Spill-over Adjacent 0.2 foot-candles 2.73 foot-candles 0.6 foot-candles to Residential Property Vertical Spill-over Adjacent to 0.5 foot-candles 5.84 foot-candles 2.09 foot-candles Residential Property Luminance 0.02 4.38 0.77 Type of Lighting High Pressure Sodium, Metal Halide type Metal Halide type LED or lighting having lighting lighting a similar soft lighting effect The City Council, after receiving a recommendation from the Planning and Zoning Commission, may grant a modification or variance from the provisions of the Lighting Ordinance in any of the following circumstances: 1) Upon finding that strict application of the Ordinance would not forward the purposes of this Ordinance or that alternatives proposed by the applicant would satisfy the purposes of this Ordinance at least to an equivalent degree. 2) Upon finding that an outdoor light or system of outdoor lights required for a particular use cannot reasonably comply with the standard and provide sufficient illumination for safety or security as determined by recommended practices adopted by the Illuminating Engineering Society of North American for the particular use or other evidence submitted by a professional engineer or other professional organization. 3) Upon finding where a literal application or enforcement of the regulations would result in practical difficulty or unnecessary hardship and the relief granted would not be contrary to the public interest or the intent but do substantial justice and be in accordance with the spirit of the regulations and this Ordinance.
