Subject: Ordinance No. 1053, 2nd Reading, Amending Section 2.106
"Established Enumeration" of Article IV "Departments" of
Chapter 2, "Administration" of the Southlake City Code, as
amended to update departmental titles, formally establish a
Human Resources Department and establish a Police
Department and Fire Department which shall collectively be
referred to as the Departments of Public Safety.
Action
Requested: City Council approval of Ordinance No. 1053 to update the
names of several departments, formally establish a Human
Resources Department and establish a Police Department and
Fire Department, which will collectively be referred to as the
Departments of Public Safety.
Background
Information: Section 4.01 of the Charter of the City of Southlake provides that
"the Council shall have power by ordinance to establish
administrative departments or offices not herein provided by this
Charter. The Council may discontinue, redesignate, or combine
any of the departments and /or administrative offices. No
changes shall be made by the Council in the organization of the
administrative service of the City until the recommendations of
the City Manager thereon shall have been heard by the Council."
Prior to the addition of the Department of Information Technology
in January, 2009, no other departmental changes have been
made since 1999. A review of the currently established
departments shows that a number of changes may be beneficial
to the operations of the City. These changes include:
• Updating the Department of Planning to the Department of
Planning and Development Services, to be headed by the
Director of Planning and Development Services.
- As the City has grown the department has evolved to
include additional functions including code
enforcement and building services.

— Updating the department name will more accurately
reflect the role of the department within in the City and
will more clearly define to residents and customers the
department's role.
• Updating the Department of Economic Development to the
Department of Economic Development and Tourism, to be
headed by the Director of Economic Development and
Tourism.
— With the addition of a hotel within Southlake city limits,
the department has grown to include a tourism
component.
— Updating the department name will more accurately
reflect the role of the departments within in the City
and will more clearly define to residents and customers
the department's role.
• Update the title of the department head of the Department of
Finance from the Director of Finance to the Chief Financial
Officer.
— This title more accurately reflects the responsibilities of
the position which include departmental oversight,
managing financial risks and financial planning, and
budget management.
• Formally establish the Department of Human Resources,
headed by the Director of Human Resources.
— Human Resources has been functioning as a
department since 1997; however, it was never formally
established by City Council as a department.
— There continues to be a need for a dedicated
Department of Human Resources.
• Split the Department of Public Safety into a Police
Department and a Fire Department, which shall collectively
be referred to as Departments of Public Safety.
— Over the last several years the department has
increased in both personnel numbers and facilities and
the agencies have matured and become more
sophisticated.

— Transitioning the chiefs to director level grants them
the leadership oversight and administrative
responsibilities of their respective agencies.
Making the suggested changes to departmental names and
position titles, formally creating a Department of Human
Resources and establishing the Police Department and Fire
Department will allow the City to best meet the needs of its
residents, businesses and customers.

Considerations: There is no financial impact to the FY 2013 operating budget.

ORDINANCE NO. 1053
AN ORDINANCE AMENDING SECTION 2.106 "ESTABLISHED;
ENUMERATION" OF ARTICLE IV "DEPARTMENTS" OF CHAPTER 2,
"ADMINISTRATION" OF THE SOUTHLAKE CITY CODE, AS
AMENDED, TO UPDATE DEPARTMENTAL TITLES, FORMALLY
ESTABLISH A HUMAN RESOURCES DEPARTMENT AND ESTABLISH
A POLICE DEPARTMENT AND A FIRE DEPARTMENT WHICH
SHALL COLLECTIVELY BE REFERRED TO AS DEPARTMENTS OF
PUBLIC SAFETY; PROVIDING THAT THIS ORDINANCE SHALL BE
CUMULATIVE OF ALL ORDINANCES; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the City of Southlake, Texas is a home rule city acting under its chapter
adopted by the electorate pursuant to Article XI, Section 5 of the Texas Constitution and Chapter
9 of the Local Government Code; and
WHEREAS, pursuant to Section 4.01 of the Southlake City Charter, the City Council
has the power by Ordinance to establish administrative departments; and
WHEREAS, the City Council desires to update the names of several City Departments
and titles for Department Heads; and
WHEREAS, the City Council desires to formally add a Department of Human
Resources, headed by the Director of Human Resources; and
WHEREAS, the City Council previously established a Department of Public Safety,
headed by the director of public safety; and
WHEREAS, the City Council desires to establish split the Department of Public Safety
into a Police Department and a Fire Department, which shall collectively be referred to as
Departments of Public Safety.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF SOUTHLAKE:
SECTION 1. ADMINISTRATIVE DEPARTMENTS
That Section 2 -106 of Chapter 2 of the Southlake City Code is hereby amended to read as
follows:
"As provided by section 4.01 of the City Charter, the city council hereby
establishes the following administrative departments: department of general
government, to be headed by the city manager; department of public works, to be
headed by the director of public works; department of finance, to be headed by
the chief financial officer; department of planning and development services, to
be headed by the director of planning and development services; department of
community services, to be headed by the director of community services;
department of economic development and tourism, to be headed by the director
of economic development and tourism; department of information technology, to
be headed by the director of information technology; department of human
resources, to be headed by the director of human resources; police department, to
be headed by the police chief and fire department to be headed by the fire chief.
The police department and fire department shall collectively be referred to as
departments of public safety."
SECTION 2. CUMULATIVE CLAUSE
This ordinance shall be cumulative of all provisions of ordinances of the City of
Southlake, Texas except where the provisions of this ordinance are in direct conflict with the
provisions of such ordinance, in which event the conflicting provisions of such ordinances are
hereby repealed.
SECTION 3. EFFECTIVE DATE
This ordinance shall be in frill force and effect from and after its passage and approval,
and it is so ordained.
