EXECUTIVE
SUMMARY: On behalf of Ray Stone Inc., Furniture Brands International is requesting approval
of a Site Plan for Thomasville Furniture to include a variance to the Masonry
Ordinance No. 557, as amended, on property described as, Lot 1, Block 2, Village
Center Addition, Southlake, Tarrant County, Texas and located at 1600 E.
Southlake Boulevard, Southlake, Texas. SPIN Neighborhood # 8.
REQUEST
DETAILS: The site plan proposes to take an existing ± 28,240 square foot furniture retail
store and divide it into two separate furniture retail spaces, one being
approximately 14,680 square feet and the other 13,560 square feet. The existing
entry portal is to be demolished and two new entry portals are proposed to be
constructed. The applicant is proposing to match existing fagade materials in both
color and finish.
VARIANCE
REQUEST: A variance to the Corridor Overlay standards of Zoning Ordinance No. 480,
Section 43.9 and Masonry Ordinance No. 557, as amended, is requested to allow
EIFS to be used on the fagade to match the existing fagade material. The building
was constructed in 1998 prior to approval of Masonry Ordinance 557 -A, which
included an amendment to exclude EIFS as a masonry material.

Tricarico Architecture and Design is proposing the following work at the above address:
Existing building will be demised from single tenant, to two tenants. The existing entry portal is to be demolished and two new
entry portals are to be constructed. All new materials will match existing, in both color and finish.
A. Preface:
1. Premises are currently zoned in section C3- General Commercial, zoning will remain unchanged.
2. Existing single tenant space is +/- 28,240 square feet, existing tenant is a furniture retailer. Proposed tenant
space will be broken up into spaces of +/- 14,680 & +/- 13,560.
3. Existing site gross acreage is 2.27 acres or 98,864 square feet.
4. Existing parking on site is (65) total spaces, three handicapped spaces and (62) standard spaces.
5. The existing traffic flow into /out of property will remain the sam e.
6. No change to site drainage or water /sewer services
7. All existing site grades will remain.
S. Eight accent trees on south frontage of building will be removed to allow for now portal construction. These
trees will be re- planted in a newly constructed planter in the space between the two new portals.
9. All pedestrian access, site fencing, retention/detention concepts, open space & waste water concepts will not
change from existing.
B. Building /Site Demolition work:

• Demolition of existing tenant entry portal, along with all electrical accessories and fixtures.
• Demolition of two existing windows on south side of building.
• Removal of two 32' -0" portions of planters, on each side of existing portal.
• All other site features to remain unchanged.

2. Structure
• Existing entry portal contains four structural support columns. The two outer most columns will remain.
The inner most columns will be demolished along with all other structural members supporting the portal.
• Slab will remain unchanged.
3. ADAAccess
• ADA access will remain unchanged. New parking signage will be installed.
C. Building /Site construction work:

The following comments are based on the review of plans received on 11 -19 -2012. Comments may be
incorporated into the formal review to be considered by either the Planning and Zoning Commission or
City Council. His the applicant's responsibility to contact the department representative shown above
and make modifications as required by the comment.
GENERAL COMMENTS:
1. Since the building is equipped with an automatic fire protection system, proper sprinkler system
coverage must be provided throughout the building to meet the requirements of NFPA 13. If more than
20 sprinkler heads are added or relocated, submit plans to Reed Fire Protection, 14135 Midway Road
Suite G260, Addison, Texas 75001, for review and approval. Reed Fire Protection phone number is
214 -638 -7599.
2. Portable fire extinguishers are to be a minimum 5 pound, ABC Multipurpose, in sufficient quantities to
meet the 75 -foot travel distance rule.
3. HVAC units over 2000 cubic feet per minute shall have a duct smoke detector mounted on the return
side of the unit, that when activated, shall send an alarm condition to the building fire alarm panel and
shut the unit down. HVAC units over 5000 cubic feet per minute shall also have a duct detector mounted
on the supply side of the unit that functions as the detector does on the return side. If the units are
located above ceiling tile, remote reset switches must be installed below the duct detector location.
4. If the building is already equipped with audible /visual fire alarm devices, coverage must be continued
into all areas of the building to maintain compliance with NFPA 72 throughout the structure. Individual
suites must supply, at a minimum, one audible horn device with a temporal pattern to indicate when an
alarm condition is present in the building.
5. Install emergency egress lighting with battery back -up when the area served is required to have at
least two exits.
6. Provide illuminated exit lighting with battery back -up above all required exit doors and pathways as
required to easily locate exits.
7. Buildings shall have approved address numbers, suite numbers or approved building identification
placed in a position that is plainly legible and visible from the street or road fronting the property. These
numbers shall contrast with their background.
8. Provide keys for emergency access to the occupancy that will be secured in the Knox Box located on
the building.
9. Install panic hardware on all required emergency exit doors.

Consolidated Future Land Use Plan 1 S.H. 114 Corridor Plan:
The underlying land use designation for this property is "Town Center." The proposed development is
consistent with the recommended scope of uses under the "Town Center" land use designation.
Major Corridors Urban Design Plan:
This section of E. Southlake Blvd. is recommended as a "Town Center" character zone. Town Center is
characterized by its formal, urban, mixed use atmosphere. Predominant architectural materials are brick,
cream limestone, and stucco, with traditional detailing. The Town Center is the zone where pedestrian
demand to cross Southlake Boulevard is most likely.
Mobility & Thoroughfares Master Plan:
E. Southlake Blvd. is designated as a 130' Regional Boulevard, F.M. 1709 with the following design
characteristics:
• Improved visual appeal with street tree plantings along the right -of -way.
• Improved pedestrian connectivity by requiring all new development to provide
sidewalks /multi -use trails on both sides of the street.
• Recommend multi -use trails for bicyclists due to speed differentials. Evaluate wider -
outside lanes for bicycle users.
• High degree of access control and recommend adjoining uses share driveways and
provide cross access easements.
• Minimize the visual impact of parking along the right of way through the use of vegetative
fences, berms, or relocation of parking to the side or rear of buildings.
• No on- street parking.
• 45 -50 mph design speed.
Pathways Master Plan & Sidewalk Plan:
The Pathways Master Plan and Sidewalk Plan show a completed 8' sidewalk along E. Southlake Blvd.
adjacent to the property, as well as a planned on- street bikeway and planned 8' multi -use trail along the
south side of E. Southlake Blvd., opposite the site.

The Development Review Committee (DRC) has determined this pre - submittal is sufficient for
formal submittal to the Planning and Zoning Commission subject to completing the changes
noted above . The applicant should be aware that a formal submittal for the next scheduled
Planning and Zoning Commission meeting must be received at the City by 5:00 P.m. on
December 17, 2012. A total of 27 revised copies of each plan folded to 6" X 9" and a single 11" X
17" reduction of each plan must be submitted. If not received before the deadline, the item will be
moved to a later P &Z agenda. If any significant changes, other than those noted above are made
to the submittal, the plan could be withheld from processing until a later meeting or remanded
back to the Development Review Committee for review.
No review of proposed signs is intended with this site plan. A separate building permit is required
prior to construction of any signs.
All mechanical equipment must be screened of view right -of -ways and residential properties in
accordance with the Zoning Ordinance No. 480, as amended.
All lighting must comply with the Lighting Ordinance No. 693, as amended.
All development must comply with the Drainage Ordinance No. 605 and the Erosion and
Sediment Control Ordinance No. 946, as amended.
It appears that this property lies within the 65 LDN D /FW Regional Airport Overlay Zone and will
require construction standards that meet requirements of the Airport Compatible Land Use
Zoning Ordinance No. 479.
Development must comply with all requirements in Zoning Ordinance No. 480, Section 43,
Overlay Zones.
The applicant should be aware that prior to issuance of a building permit a fully corrected site
plan and building plans must be submitted for approval and all required fees must be paid.
