Center at Southlake Portable Building

SUMMARY: Southlake Land Holdings, L.P. is requesting approval of a Variance to Masonry
Ordinance No. 557, as amended, for a portable building at Forest Park Medical
Center at Southlake on property described as Lot 5, Block 1, Southlake Medical
District, an addition to the City of Southlake, Tarrant County, Texas, and located at
335 E. State Highway 114, Southlake, Texas. The current zoning is "S -P -2"
Generalized Site Plan District.
REQUEST DETAILS: The applicant is requesting approval of a Variance to Masonry Ordinance No. 557,
as amended, for an approximately 4,320 square foot portable building at Forest
Park Medical Center at Southlake to be used as a temporary hiring office for a
period not to exceed two years.
Zoning Ord. 480, Section 44.12.7.c, requires that portable buildings have a
masonry fagade meeting the requirements of the City's masonry ordinance. The
Masonry Ordinance No. 557 -A requires that all buildings constructed on property
zoned 0-1, 0-2, C -1, C -2, C -3, C -4, B -1, B -2 or CS shall have all exterior walls
constructed using a masonry material covering at least eighty percent (80 %) of said
walls, exclusive of all windows, doors, roofs, glass construction materials, or
sidewalk and walk -way covers. For properties zoned S -P -1, S -P -2 or PUD district,
masonry is required in accordance with the most restrictive district permitted. The
base zoning for the hospital's S -P -2 zoning district is 0-2, Office District. The
applicant has requested a variance to Masonry Ordinance No. 557 -A to allow the
portable building to have HardiePlank siding which is not considered a masonry
material.
The Zoning Board of Adjustment will consider approval of a Special Exception Use
Permit per Ordinance No. 480, Section 44.12(5) at their January 10, 2013 meeting
to allow the portable building to be placed on the site for a period not to exceed two
years.

Please accept this letter as the Applicant's formal request for a variance from the Masonry Ordinance
No, 557 -A. Per instructions received from the city staff, each requirement for which the variance is being
requested and justification for the variance is listed.
Masonry Ordinance No. 557 -A
Requirement(s): Exterior Masonry Construction
Section 1 (a) — Buildings requiring masonry on all sides All buildings constructed on property zoned O-
1, 0-2, C -1, C -2, C -3, G4, 13-1, B -2, or CS under the City's Comprehensive Zoning Ordinance and all
buildings within any residential zoning district which are for community facility uses shall have all exterior
walls constructed using a masonry material covering at least eighty percent (80%) of said walls,
exclusive of all windows, doors, glass construction, materials, or sidewalk and walk -way covers.
Section 1 (c) - Buildings in P.U. D_, S -P -1 and S -P -2 districts The masonry Ordinance requires all
buildings located on property zoned P.I .D., S -P -1, or S -P -2 underthe City's Comprehensive Zoning
Ordinance shall be required to comply with the masonry standards applicable to the most restrictive
district in which the use is permitted.
Variance Reauest(s):
The Applicant respectfully requests relief from the aforementioned Ordinance as it applies to the
Applicant's intended use of portable buildings for temporary administrative offices for a period not to
exceed two (2) years.
Variance Justification:
The intended use of the proposed portable buildings is to provide a means by which the Applicant can
begin hiring and processing staff for the new Forest Park Medical Center Southlake facility. The need for
this building is not speculative in nature as might be found in a residential development, and in fact, will
have a finite time limit associated with them; that being until such time the Phase 1 Medical Office
Building is completed which will include the permanent administrative offices for Forest Park Medical
Center. The portable buildings will be located near the northwest entrance into the overall development
such that the public access and public parking will be completely segregated from any construction
access and construction parking while the Forest Park Medical Center Southlake hospital and parking

garage construction is ongoing (Reference the attached Exhibits 'I and 2). Upon completion of the
Forest Park Medical Center Southlake hospital and parking garage, the portable buildings will share the
northwest public entrance and public parking with the hospital. Upon completion of the Phase 1 Medical
Office Building, the portable buildings will be removed. The attached trailer plan (Reference Exhibit 3)
confirms that the intended use is office in nature, and attached photos (Reference Exhibits 6 and 7)
clearly detail the type of portable building to be placed on site, The Applicant feels that the temporary
nature of these structures coupled with their proposed location on site pose no adverse impacts on the
City of 5outhlake, or any of the adjacent properties, and provides enough justification for granting the
variance request.
