EXECUTIVE
SUMMARY: On behalf of Atrium Construction, LLC, Jacobs Engineering Group, LLC is requesting
approval of a Plat Revision for Lor 16R, Block 6, Carillon Phase 1A on property being
described as Lot 16, Block 6, Carillon Phase 1A, being an addition to the City of
Southlake, Tarrant County, Texas and being located at 701 Monte Carlo Dr.,
Southlake, Texas. SPIN Neighborhood # 3.
REQUEST: The applicant is requesting approval of a Plat Revision for Lot 16R, Block 6, Carillon
Phase 1A containing approximately 0.56 acres. The purpose of the request is to adjust
the rear (east) lot line to accommodate the placement of a fence and for the
preservation of existing mature trees on the site.

BACKGROUND INFORMATION

LEGAL DESCRIPTION: Lot 16, Block 6, Carillon Phase 1A.
CURRENT ZONING: "ECZ" Employment Center Zoning District
HISTORY: -The City Council approved a zoning change request and concept plan to "NR-
PUD" on May 20, 1997.
-The City Council approved a zoning change and concept plan on December
18, 2001, requiring a 300' setback on Carroll Avenue, subject to City Council
discretion. The purpose of the zoning change and concept plan was to
incorporate newly acquired tracts of land into the existing "NR -PUD ", revise
parcel boundaries and permitted uses within the district
- The City Council approved "ECZ" Employment Center Zoning District and a
development plan on November 18, 2008.
- The City Council approved a Preliminary Plat for all residential phases of
Carillon on May 5, 2009.
- April 22, 2010, the Final Plat for Carillon Phase 1A was approved
SOUTHLAKE 2030 PLAN: Consolidated Land Use Plan
Under the Southlake 2030 Consolidated Land Use Plan the subject property is
designated as Mixed Use land use designation. The request is compatible with
the designated land use.
Southlake Pathways Plan
The Pathways Master Plan and Sidewalk Plan show an on- street bikeway and
an 8' multi -use trail along the south side of E. Kirkwood Blvd. Existing 4'
sidewalks are present along the opposite side of Monte Carlo Drive, leading to
Enclave Park, and along the north and south side of E. Kirkwood Blvd., west of
Monte Carlo Drive.
CITIZEN INPUT: No SPIN meeting held has been held, a public hearing will be conducted at the
Planning and Zoning Commission meeting.

Verify that current ownership references are correct in the owner's certificate, all dedication
statements, signature blocks and acknowledgments.
2. Reference the lot number in the dedication statement and title block as "Lot 16R ".
3. In the title block, include reference to the current platted lot, block, subdivision and recording
information "...being a revision of Lot 16, Block 6, Carillon, Phase 1A ....
4. Label the type and width of the easement along the eastern boundary line.
5. Extend the width of the eastern utility easement to the new east boundary.
It appears this property lies within the 65 'LDN D /FW Regional Airport Overlay Zone, requiring
construction standards in compliance with the Airport Compatible Land Use Zoning Ordinance No.
479. Additionally, the Avigation Easement and Release shown in Appendix 3 of the Subdivision
Ordinance No. 483 should be executed on subsequent Plats to be filed in the County Plat Records.
A "Certificate of Taxes Paid" indicating that there are no delinquent taxes owed on the subject property
from each taxing authority must be provided to the City prior to filing this plat in the County records. A
copy of this information may be obtained from the Tarrant county Tax Assessor /Collector's Office
located at 100 E. Weatherford St. in Ft. Worth (across from the old red courthouse). There is a service
charge of $10 per account for this certificate. For more information contact the Assessor /Collector's
office at 817 - 884 -1186.
Please submit a revised blueline "check print" prior to submitting blackline mylars with original
signatures.
Original signatures and seals will be required on two blackline mylars prior to filing the plat. Mylars will
not be accepted if any erasures or original ink, other than signatures or seals, appear on the plat.
