This evening's presentation outline will begin with a brief overview of how the Sidewalk
Plan was adopted and how it works with our Comprehensive planning process. I will discuss
how the provision of sidewalks ties into specific focus areas of the city of southlake's
strategy map. There will be an overview of the status of past projects and what we are
recommending for fiscal year 2013. The presentation will conclude with any questions or
comments you may have.

One of the key objectives of the Southlake 2025 Plan was to create a seamless system of sidewalks
and trails that would allow citizens the opportunity to walk or bike to schools, businesses, shopping,
parks, and adjacent neighborhoods instead of utilizing the automobile. The benefits of walking are
well documented and include reductions in vehicular congestion, improvements in air quality as
well as a number of health benefits.
The first step in achieving that key objective of the SL 2025 plan was the creation of the Sidewalk
Plan. The sidewalk plan was identified as an action item in the SL 2025 plan and staff completed the
plan in 2007. The goal of the Sidewalk Plan is to complement or work in concert with the City's
Master trail plan (Pathways Plan). The City's Trail Plan addresses pedestrian mobility on a broad
scale in that it identifies inter -city trails and pathways to be constructed along arterials, collectors,
and creeks, sometimes in conjunction with development. The primary goal of the City's Trail Plan is
to provide for recreational opportunities in the form of multi -use trails.
As discussed in the development of the SL 2025 plan, the city had provided a significant investment
in the provision of trails; however, it was difficult to access the trails. Also, the fragmentation of the
trail system was discussed.
The Sidewalk Plan complements the trail master plan by providing recommendations for a system
of sidewalks that connect to major trail systems and identify major gaps in the trail system
network. The Sidewalk Plan includes an annual recommendation for a priority list for sidewalk gap
projects that are critical in pedestrian connectivity to neighborhoods, schools, parks, shopping,
employment, and trails and it serves as a framework for staff to base its recommendations. This
priority list will be implemented through the city's Capital Improvement Program. This effort will
continue as the (click) mobility component of the Southlake 2030 Plan is considered.

According to the 2011 citizen's survey results, the provision of sidewalks remains very
important to southlake residents. During FY 2012, an additional 7610 linear feet were
constructed as well as solar powered signals and pedestrian crosswalks.

City staff has listed five different locations for consideration this fiscal year with one of the
locations offering three different options. I will talk about each recommended segment in
detail with the following slides. Our approved budget allows for a total cost of $400,000.
There are several noted considerations such as right of way acquisitions, which are an
unknown cost variable. Sidewalk construction projects can also result in lower than
estimated costs which can lend flexibility.
