PROJECT: Plat Revision for a portion of Carillon Phase 1A
EXECUTIVE
SUMMARY: On behalf of Hines -GTIS Carillon LLC, Jacobs Engineering Group, Inc. is requesting
approval of a Plat Revision for Lots 6R1 — 13R1, Block 19, Carillon Phase 1A on
property described as a Lots 6R -13R, Block 19, Carillon Phase 1A, an addition to the
City of Southlake, Tarrant County Texas and and located at 400 -429 Monte Carlo Dr.,
Southlake, Texas. Current Zoning "ECZ" Employment Center Zoning District. SPIN
Neighborhood #3.
REQUEST: Jacobs Engineering Group, Inc. is requesting approval of a plat revision for Lots 6R1 —
13R1, Block 19, Carillon Phase 1A to change the side setbacks for Lots 6R -13R, Block
19, from a 10' building separation with a 5' setback on both sides to a zero setback on
one side and a 10' setback on the other side as designated on the plat. Each of the
zero lots shown on the plat has designated the lot line for which the zero setback wall
of the home will be placed by using a triangle symbol. A five (5) foot private
maintenance, drainage, access, wall maintenance, and aerial overhang easement is
dedicated within the lot adjacent to the zero lot owner to allow them access to maintain
the wall and other portions of the structure.

CURRENT ZONING: "ECZ" Employment Center Zoning District
HISTORY: -The City Council approved a zoning change request and concept plan to "NR-
PUD" on May 20, 1997.
-The City Council approved a zoning change and concept plan on December
18, 2001, requiring a 300' setback on Carroll Avenue, subject to City Council
discretion. The purpose of the zoning change and concept plan was to
incorporate newly acquired tracts of land into the existing "NR -PUD ", revise
parcel boundaries and permitted uses within the district
- The City Council approved "ECZ" Employment Center Zoning District and a
development plan on November 18, 2008.
- The City Council approved a Preliminary Plat for all residential phases of
Carillon on May 5, 2009.
-A revised preliminary plat (ZA10 -006) for Phase 1 -A to revise the geometric
shape of the open space /public park land located along the north boundary of
E. Kirkwood Boulevard and to eliminate a street that was to connect E.
Kirkwood Boulevard to St Tropez between Lots 4 and 5, Block 24 was
approved April 20, 2010.
-A final plat (ZA09 -073) for Phase 1 -A showing ninety -four residential lots was
approved April 22, 2010.
-A plat revision (ZAl2 -050) for a portion of Carillon Phase 1A to reduce the
width of the private maintenance, drainage, access, wall maintenance and
aerial overhang easements for zero setback lots and to abandon the
maintenance /access easement on lots which will no longer require the
easement due to the homes on designated lots being set at a minimum of five
(5) feet off the side property line rather than on the property line (zero setback)
was approved June 19, 2012.

COMMISSION ACTION: November 8, 2012; Approved (7 -0) subject to Plat Review Summary No. 2
dated November 2, 2012 and noting the staff report dated November 2, 2012.

Change the easement abbreviation A.M.A.O.E. on the plat to include drainage and private
maintenance as described in the note box on the plat.
It appears this property lies within the 65 'LDN D /FW Regional Airport Overlay Zone, requiring
construction standards in compliance with the Airport Compatible Land Use Zoning Ordinance No.
479. Additionally, the Avigation Easement and Release shown in Appendix 3 of the Subdivision
Ordinance No. 483 should be executed on subsequent Plats to be filed in the County Plat Records.
A "Certificate of Taxes Paid" indicating that there are no delinquent taxes owed on the subject property
from each taxing authority must be provided to the City prior to filing this plat in the County records. A
copy of this information may be obtained from the Tarrant county Tax Assessor /Collector's Office
located at 100 E. Weatherford St. in Ft. Worth (across from the old red courthouse). There is a service
charge of $10 per account for this certificate. For more information contact the Assessor /Collector's
office at 817 - 884 -1186.
The applicant should be aware that approval of this amended plat is conditional to the stipulations of
this Plat Review. No further submittals are required prior to those to be recorded..
Original signatures and seals will be required on two blackline mylars prior to filing the plat. Mylars will
not be accepted if any erasures or original ink, other than signatures or seals, appear on the plat.
