Item 4J Ordinance No. 1053, 1 5 t Reading, Amending Section 2.106 "Established Enumeration" of Article IV "Departments" of Chapter 2, "Administration" of the Southlake City Code, as amended to update departmental titles, formally establish a human resources department and establish a police department and fire department, which shall collectively be referred to as the departments of public safety. The Council may discontinue, redesignate, or combine any of the departments and /or administrative offices. No changes shall be made by the Council in the organization of the administrative service of the City until the recommendations of the City Manager thereon shall have been heard by the Council. Updating the name of the department will accurately reflect the role of the department and define its role to residents and customers. • Updating the title of the department head of the Department of Finance to Chief Financial Officer. - This title more accurately reflects the responsibilities of the position 5 which include departmental oversight, managing financial risks and financial planning, and budget management. • Formally establishing the Department of Human Resources, to be headed by the Director of Human Resources, — Although the department has been functioning as a department since 1997; however, research revealed it was never formally established by City Council as a department. In addition, there continues to be a need for a dedicated Department of Human Resources and this will formally establish the department. • Splitting the Department of Public Safety into a Police Department and Fire Department, which will collectively be referred to as the Departments of Public Safety. This will establish a Police department headed by the Police Chief and a Fire Department headed by the Fire Chief. — Over the last several years the department has increased in both personnel numbers and facilities, the agencies have matured and become more sophisticated, and transitioning the chiefs to director level grants them the leadership oversight and administrative responsibilities of their respective agencies. This change will help move the departments forward. 5 Financial Considerations There is no financial impact the FY 2 013 operating budget. There is no financial impact to the Fiscal Year 2013 operating budget. 0 Staff Recommendation Approve Ordinance No. 1053, 1st Reading, Amending Section 2.106 "Established Enumeration" of Article IV "Departments" of Chapter 2, "Administration" of the Southlake City Code, as amended to update departmental titles, formally establish a human resources department and establish a police department and fire department, which shall collectively be referred to as the departments of public safety.
