I „, Per the Arts Master Plan, it was also recommended to organize a sculpture exhibition series at McPherson Park to include both permanent and temporary art pieces. The recommendation was given a Tier I project priority by the 2030 Committee, emphasizing development within 1 -3 years. 5 Public Sculpture Program Program details: — 21 proposed sites — Begin in Frank Edgar Cornish, IV Park — McPherson Park sculpture garden — Permanent & temporary art pieces — 4 phases of implementation — Extends program throughout Town Square Staff worked with art consultant John Kinkade to develop a public sculpture program appropriate to Southlake's unique design. The proposed program includes 21 sites of both permanent and temporary art pieces. It extends throughout Southlake Town Square and will be implemented over 4 phases. The original program recommended phase I begin in McPherson Park, however the Southlake Arts Council was concerned about future construction in the area and recommended the program begin in Frank Edgar Cornish, IV Park instead. McPherson Park will be the focal point of the program as it is transformed into a sculpture garden featuring both permanent and on -loan art pieces. N Proposed Implementation Fiscal Year Location Phase I FY 2013 Frank Edgar Cornish, IV Park Phase II FY 2014 McPherson Park — Courtyard Phase III FY 2015 McPherson Park — Seating Areas & Entrances Phase IV FY 2016 & Beyond Town Square Sites & Family /Rustin Parks The table you see here depicts the proposed implementation plan. As noted, Phase I will begin this fiscal year in Frank Edgar Cornish, IV Park. Phase II will be implemented in FY 2014 and includes the proposed sculpture courtyard in McPherson Park. Phase III is planned for FY 2015 and includes seating areas and the entrances into McPherson Park. Phase IV will begin in FY 2016 and includes the additional Town Square sites and Family /Rustin Parks. This phase could extend beyond FY 2016 as the sites are designed and art pieces procured. will go into more detail about each phase on the next few slides. 7 Phase I Frank Edgar Cornish, IV Park Includes: • :• 2 on -loan art pieces •:• Infrastructure & pedestals Phase I of the Public Sculpture Program begins in Frank Edgar Cornish, IV Park with two (2) on -loan art pieces (shown in blue on the aerial photo) and the necessary infrastructure and pedestals. Staff felt this was an ideal place for the on- loan program as the park is in the middle of Town Square near many popular retail and restaurant destinations. This would appeal to potential artists looking for a place to put their on -loan pieces. Also in Phase I, the City's Public Art Policy will be revised to address issues related to a Public Sculpture Program including agreements for temporary and on -loan art, a stipend program, a guarantee to purchase program and any fees due to the City for purchased art. 0 Phase II McPherson Park Courtyard Includes: s• Sculpture courtyard :• Infrastructure & pedestals :• 3 permanent & 2 on -loan art pieces L Phase II, which will be implemented in FY 2014, moves the Public Sculpture Program to McPherson Park with the design and construction of a sculpture courtyard adjacent to the Hilton Hotel. The courtyard will feature three (3) permanent and two (2) on -loan art pieces (shown in blue on the concept plan), with a prominent permanent piece placed at the tip of the courtyard near the pond. 0 Phase III - McPherson Park Seating Areas & Entrances Includes: ■ ❖ 4 seating areas • ',.. Infrastructure & , "C - �t pedestals . , ❖ 4 on -loan art pieces •• Entrance features *` Phase III, which will be implemented in FY 2015 includes the development of four (4) seating areas around McPherson Park and construction of three (3) entrance features or gateways (shown in red on the concept plan). 10 Phase IV Town Square - Grand Ave Includes: •:• 7 permanent and on -loan art pieces throughout Town Square ❖ Infrastructure & pedestals The final phase begins in FY 2016 and continues the Public Sculpture Program throughout Town Square. It includes seven (7) permanent and on -loan art pieces that stretch from McPherson Park down to Rustin /Family Park. As noted previously, this phase could expend over several years as sites are constructed and art pieces procured. On this slide you see the proposed site for a public art piece on Grand Avenue at the corner of Anthropology. 11 Phase IV Town Square - Family Park This slide shows the proposed sites for additional art pieces in Family Park which would mirror the current sculpture honoring Brian Stebbins. 12 Phase IV Town Square - Federal Way � e'St ► This slide shows the proposed site of a public art piece on Federal Way. As you can see the proposed sites create a nice line of sight that leads from Family Park down to McPherson Park making a walkable art exhibition and connecting the McPherson Park sculpture garden into the rest of Town Square. 14 Financial Considerations Phase 1 $ 12,100* Phase 11 $ 75,493* Phase III $120,934* Phase IV N/A Total $208,527 FY 2013 Funding $100,000 `Estimates do not include cost of selected art piece Estimated costs of implementing the Public Sculpture Program includes the following: Phase I at $12,100 Phase II at 75, 493 And Phase III at $120,934 for a total of $208, 527. Estimated costs for Phase IV implementation have not been identified at this time. Funding in the amount of $100,000 is included in the approved FY 2013 PublicArt budget for Phase I of the Public Sculpture Program. Funding for additional phases will be included in the corresponding fiscal year budgets as approved by the City Council. 15 Public I Board Input • Southlake Arts Council recommended approval of the program (5 -0) October 29, 2012 with a recommendation to start Phase I in Frank Edgar Cornish, IV Park. • City Council consideration December 4, 2012 The Southlake Arts Council recommended approval of the proposed Public Sculpture Program at their October 29th meeting with the recommendation that Phase I begin in Frank Edgar Cornish, IV Park.
