Item 8A (REVISED)CITY OF SOUTHLAKE @20 MEMORANDUM November 6, 2012 To: Shana Yelverton, City Manager From: Alicia Richardson, City Secretary Subject: Resolution No. 12-051, appointing members to various positions on the Library Board, Senior Advisory Commission, Southlake Arts Council, Southlake Business Council, and Southlake Program for the Involvement of Neighborhoods (SPIN) Standing Committee. Action Requested: Appoint members to the following boards: • Library Board • Senior Advisory Commission • Southlake Arts Council • Southlake Business Council • Southlake Program for the Involvement of Neighborhoods (SPIN) Standing Committee Background Information: Each year, the City Council appoints members of the public to various boards, commissions and committees. Each member is appointed for a two-year term, unless indicated otherwise. With the exception of Southlake Business Council, appointed members shall be citizens of Southlake. Members of the public indicate their interest to volunteer by submitting a completed application to the City Secretary's Office. Applications are available on the City's website and from the City Secretary's Office. On April 13, 2012, the City Secretary's Office sent an e-mail to existing board members to determine if they are interested in being reappointed to their respective board or if they have an interest to be considered for another board, commission or committee. Members were asked to respond no later than Friday, May 25. The Council met on May 15, 2012 and discussed the current appointment process for boards, commissions and committees. At this meeting, Council directed staff to implement bi-annual appointments to ease the process for Council, staff and applicants. At the direction of Council, staff prepared a schedule which allows Council the opportunity to review applications, interview applicants and appoint members in the months of June and October. The new appointment process was communicated to the public, existing board members and staff liaisons. Staff publicized the appointments via city website, MySouthlakeNews.com, and e- mail. The appointment process is also outlined on the individual board and commission website pages. In preparation for the appointments, Council received a binder that included applications filed with the City Secretary's Office for the above mentioned boards. Staff scheduled two separate meetings for Council —September 25 to review applications and October 9 to interview new applicants. Applications received after the deadline were forwarded to Council if the applicant expressed an interest in serving on one of the above -identified boards. On September 25, Council was presented with an outline of each board that detailed the current membership, terms expiring in 2012, existing members who expressed an interest to be reappointed, and applications on file with the city. Tonight's item is the remaining action required by Council to complete their bi-annual appointments for 2012. Whereas, the City Council appoints members of the public to various boards, commissions and committees to serve a two-year term, unless indicated otherwise; and, Whereas, each appointee shall be a citizen of Southlake, unless appointed to serve on the Southlake Business Council; and, Whereas, the membership and qualifications for each board, commission and committee are identified by City Charter, ordinance, or resolution; and, Whereas, on May 15, 2012, Council directed staff to implement bi-annual appointments for Council -appointed boards; and, Whereas, Council desires to appoint members to various positions on the following boards: • Library Board • Senior Advisory Commission • Southlake Arts Council • Southlake Business Council • Southlake Program for the Involvement of Neighborhoods (SPIN) Standing Committee THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, THAT: Section 1. All the findings in the preamble are found to be true and correct and the City Council does hereby incorporate said findings into the body of this resolution as if copied in its entirety. Section 2. The following citizens are appointed to serve as board, commission or committee members for the stated terms and until their successors have been duly appointed and qualified by Council.
