SUMMARY: Crest Securities Ltd is requesting approval of a Site Plan for Lots 3 & 4, Block 1,
Chapel Hill Office Park, Southlake, Tarrant County, Texas and located at 231 and
241 E. Southlake Boulevard, Southlake, Tarrant County, Texas. SPIN
Neighborhood # 9.
REQUEST
DETAILS: The proposed site plan will complete the Chapel Hill Office Park development. The
applicant is proposing to construct two office buildings that appear to be consistent
with the overall approved zoning and concept plan for this site.
ACTION NEEDED: 1) Conduct a public hearing

-A final plat was approved by the P &Z Commission on February 19, 2004.
-A site plan was approved for Lot 5 by City Council on May 16, 2006.

BOARD REVIEW: The SPIN representative for this district determined a meeting would not be
necessary.
P &Z ACTION: October 18, 2012; Approved (6 -0) subject to review summary # 3, dated
October 11, 2012 and the staff report dated October 11, 2012; noting the
color palette and the architecture of the new buildings will be substantially
similar to the existing buildings in the development.
STAFF COMMENTS: Attached is Site Plan Review Summary No. 3, dated October 11, 2012.
Building material and color will be similar to the existing buildings within the
development.

PROJECT DISCRIPTION

Chapel Hill is a Southlake Office/Medical park that was developed in 2005. Our plans are to build two
medical /office buildings on the remaining two lots. The lots are fully developed with all utilities in place.
All drainage and landscape requirements for each lot had been determined at the time Chapel Hill Office
Park was originally development.
Lot 3 was originally developed for a 2 story 10,000 sq. ft. office building. We are reducing the size of the
building and proposing a maximum 6000 sq. ft. Medical /Office building.
Lot 4 was originally developed for a 2 story 16,800 sq. ft. office building. We are reducing the size of the
building and proposing a maximum 6000 sq. ft Medical /Office building.
Our buildings will be constructed with compatible elevations and exterior materials that coordinate with
the buildings in the existing office park.
We feel that our buildings will be a nice addition and complete the vacant lots in Chapel Hill Office Park.

LANDSCAPE COMMENTS:
The parking lot landscape island at the south end of the parking spaces is required to contain the
minimum of one (1) canopy tree along with shrubs, ornamental grasses, ground cover, or a
combination of these plant materials.
The interior landscaping, bufferyards and proposed plant material are correct as required by the
landscape ordinance and bufferyard regulations.

The following comments are based on the review of plans received on: 8/27/2012
It is the applicant's responsibility to contact the department representative shown above and
make modifications as required by the comment.
GENERAL COMMENTS:
1. A ROW permit shall be obtained from the Public Works Operations Department for connections
with the City's sewer, water or storm drain inlets. Contact Public Works Operations at (817) 748-
8082.
EASEMENTS:
Water and sewer lines cannot cross property lines without being in a public easement or in the
ROW. All waterlines in easements or ROW must be constructed to City standards.
WATER AND SEWER COMMENTS:
The water meters must be located in an easement or right -of -way.
The fire line may need to be separate from the service lines.
All water and sewer lines in easements or ROW must be constructed to City standards.
DRAINAGE COMMENTS:
All storm sewers collecting runoff from the public street shall be RCP.
The discharge of post development runoff must have no adverse impact on downstream
properties and meet the provisions of Ordinance # 605.
INFORMATIONAL COMMENTS:
Submit 4 copies of the civil construction plans (22" x 34" full size sheets) and a completed
Construction Plan Checklist as part of the first submittal for review directly to the Public Works
Administration Department. The plans shall conform to the most recent construction plan
checklist, standard details and general notes which are located on the City's website.

Any hazardous waste being discharged must be pretreated, Ordinance No. 836.
This review is preliminary. Additional requirements may be necessary with the review of
construction plans.

Informational Comments:
All lighting must comply with the Lighting Ordinance No. 693, as amended.
All development must comply with the Drainage Ordinance No. 605 and the Erosion and
Sediment Control Ordinance No. 946, as amended.
Development must comply with all requirements in Zoning Ordinance No. 480, Section 43,
Overlay Zones.
The applicant should be aware that prior to issuance of a building permit a Plat must be
processed and filed in the County Plat Records, a fully corrected site plan, landscape plan,
irrigation plan, and building plans, must be submitted for approval and all required fees must be
paid. This may include but not be limited to the following fees: Park Fee, Perimeter Street Fee,
Water & Sewer Impact and Tap Fees, and related Permit Fees.
