Carroll Ave., Southlake, Texas. Current Zoning: ECZ — Employment Center Zoning District. SPIN Neighborhood # 3. DETAILS: Jacobs Engineering Group, Inc. is requesting approval of a Site Plan for a residential amenity center for the overall Carillon Development. The amenity center will consist of a covered pavilion (1,056 s.f.), restrooms (392 s.f.), and pool equipment/storage area (392 s.f.) for a total of 1,720 s.f. The amenity center will also provide a lap pool and children's pool, as well as surrounding landscaping and hardscaping area for the use of the residents. There will be 10 (ten) provided parking spaces including 2 (two) handicap spaces, however sidewalks and pathways will be provided within the development to allow the center to be accessed by pedestrian traffic. The applicant is proposing that the amenity center will ultimately be maintained and operated by the home owner's association. Carroll Ave. LEGAL DESCRIPTION: Tracts 2 and 3A01, Larkin H., Chivers, Survey; A 300 LAND USE CATEGORY: Mixed Use CURRENT ZONING: "ECZ" — Employment Center Zoning District HISTORY: November 18, 2008, the City Council approved ZA08 -031, a Zoning Development Plan for the Carillon Development, Ord.480 -564 A preliminary plat (ZA09 -010) showing four hundred twenty -three total lots was approved May 5, 2009. A final plat (ZAl2 -029) showing thirty -five (35) residential lots, three (3) public open spaces and one (1) private open space was approved May 3, 2012. SOUTHLAKE 2030 PLAN: Consolidated Future Land Use Plan The Consolidated Future Land Use Plan shows Mixed Use designation that allows for a mix of uses from retail to residential uses for the proposed area. The current "ECZ" Employee Center Zoning District is consistent with the Land Use Designation. The proposed site plan is consistent with the Land Use designation. CITIZEN INPUT: No SPIN meeting has been held. A public hearing was held at the October 18, 2012 Planning and Zoning Commission meeting and a public hearing will be conducted at City Council.
