Item 4MCITY OF SOUTHLAKE MEMORANDUM October 31, 2012 TO: Shana Yelverton, City Manager FROM: Chris Tribble, Director of Community Services 4M -1 SUBJECT: Approve the renewal of a contract with O'Donnell's Landscape Services, Inc. for an amount not to exceed $350,000 for Groups 2, 3, 4, 6 and 7 landscape services, and as the alternate for Groups 1 and 5 landscape services. Action Requested: Approve the renewal of a contract with O'Donnell's Landscape Services, Inc. for an amount not to exceed $350,000 for Groups 2, 3, 4, 6 and 7 landscape services, and as the alternate for Groups 1 and 5 landscape services. Background Information: In March 2011, a contract was awarded to O'Donnell's Landscape Services, Inc. for the term of April 7, 2011 through December 31, 2011 with the provision that the contract was eligible to be renewed up to four (4), one (1) year annual renewals beginning on January 1, 2012. The City opted to renew the contract in January 2012 for one year, which is due to expire December 31, 2012. O'Donnell's Landscape Services, Inc. has confirmed their price will remain the same as the previous contract amount; no price increase is requested. Groups 2, 3, 4, 6 and 7 landscape services include landscape maintenance of City parks, medians, right -of- ways, and roundabouts, including trash pick -up, mowing, edging, trimming, fertilization, seasonal color, bed mulch, clean -up, irrigation, tree, turf, shrub, groundcover, etc. Areas contained within these groups include Southlake Sports Complex, DPS West, Kimball medians, Bicentennial Park, North Park, Royal & Annie Smith Park, Senior Center, Koalaty Park, Chesapeake Park, Bob Jones Nature Center & Preserve trails, lift stations, pump stations, roundabouts, and medians including the FM 1709 medians. There were seven bidders for Group 2, six bidders for Group 3, seven bidders for Group 4, eight bidders for Group 6, and five bidders for Group 7, of which O'Donnell's Landscape Services scored the highest. Based on previous performance, satisfaction with services, and price, staff recommends the renewal of the contract with O'Donnell's Landscape Services, Inc. through December 31, 2013. Financial Considerations: $616,800 is allocated in the FY 2013 General Fund Operating Budget for contract landscape services. Another example is the exclusive community in Westlake known as Vaquero which was recently recognized as the most affluent community /city in the country. As you can see, O'Donnell's . has significant experience in providing our services on projects similar to the City of Southlake. Other Pertinent Information: The owners of O'Donnell's Landscape Services are residents of Southlake. After receiving permission to have the work done I met with Mr. O'Donnell on June 14 and we agreed on the work to be done. After examination of the ferns he had determined that they could not be destroyed by spraying and it would be necessary to dig them out On June 17 four workmen dug out the ferns and their roots, many of which were one -half inch in diameter. They also thoroughly rototilled the front west bed and the north bed On June 23 Mr. O'Donnell returned with three men to plant the bed. They first moved three existing bushes to the north bed beyond the air conditioner and two bushes to the right front bed. An eight foot magnolia was planted new the center of the front bed and additional spires bushes.
